- As-Needed Laboratory Staffing Services Captain James A. Lovell, Federal Health Care Center (FHCC) The Great Lakes Acquisition Center (GLAC), on behalf of Captain James A. Lovell Federal Health Care Center (FHCC) located at 3001 Green Bay Road, North Chicago, IL 60064, is seeking potential vendors that would be interested and capable of providing a pool (at least three candidates each) of Medical Technologists, Histotechnologists and Phlebotomists to provide services on an AS NEEDED basis at the FHCC when staff vacancies exist. The period of performance for all specialties could range from 2 weeks up to 52 consecutive weeks. The Medical Technologist duty hours are 24 hours per day, 7 days per week. Medical Technologists may be asked to cover any of the shifts below, including after normal duty hours, weekends and Federal Holidays. 1st shift: 6:30 a.m. - 3:00 p.m. 2nd shift: 2:30 p.m. - 11:00 p.m. 3rd shift: 10:30 p.m. - 7:00 a.m. The Histotechnologist duty hours are Monday through Friday from 4:30 a.m. - 1:00 p.m. or 5:30 a.m. - 2:00 p.m. Histotechnologists are not required to work after normal duty hours, weekends, or Federal Holidays. The Phlebotomist duty hours are Monday through Friday from 6:00 a.m. - 2:30 p.m. or 8:00 a.m. - 4:30 p.m. Phlebotomists are not required to work after normal duty hours, weekends, or Federal Holidays. The GLAC/FHCC intends to establish Five-Year Blanket Purchase Agreements (BPA) with multiple vendors in accordance with FAR 13.303. Preference will be given to companies that can provide all three specialties. A BPA is not a contract, but is a simplified method of filling repetitive needs for supplies and services with qualified vendors. A BPA contains (1) the terms and conditions applying to future orders between the parties during the term of the BPA, (2) a description of the services to be provided, (3) pricing, and (4) methods for issuing and accepting future orders under the BPA. The establishment of a BPA does not obligate any funds or guarantee or imply that any orders for services will be placed. Upon establishment of the BPA, each identified candidate in the pool shall undergo a mandatory Access National Agency Check and Inquires (ANACI) Background Investigation. The current fees associated with the ANACI Background Investigations are $645.00 per individual. At the same time, the FHCC will conduct the credentialing process. Candidates cannot perform any services at the FHCC prior to being both successfully adjudicated and credentialed. This Sources Sought Notice is for market research purposes only and shall not be considered as a request for quote or as an obligation on the part of the Government to acquire any services. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of the contractor submission of this Sources Sought Notice or the Government's use of such information. The Government reserves the right to reject, in whole or in part, any contractor's input resulting from this Sources Sought Notice. No contractual arrangement will be made as a result of this notice. Information submitted in response to this Sources Sought Notice will not be returned. All interested parties that are capable of providing the required services shall submit a response via email to darryl.scherer@va.gov and elester.wilbern2@va.gov no later than September 19, 2017 at 10:00 a.m. central time. The responses shall address the information below. Provide a brief description of the company background, capabilities relating to this requirement, socioeconomic status, past performance with Government contracts, and contractor DUNS number. Provide a list of potential candidates who are interested and available. Provide CVs for all identified candidates on the list. Indicate whether or not they have prior VA/DOD experience. Indicate the required minimum advanced notice needed to fulfill a request (i.e., 48 hours, 1 week, etc.). Provide an all-inclusive estimated hourly rate for services required above (all three highly desired). Provide details whether or not this can be covered by local candidates or if it will require a travel assignment. Provide proof of VET-biz (VIP) verification if claiming Veteran-Owned Small Business or Service-Disabled, Veteran-Owned Small Business socioeconomic status. Provide a copy of current certificate of liability insurance. All information provided in response to this notice should be UNCLASSIFIED or NON-PROPRIETARY.
