- Notice of Intent 4614271 - Cereplex I Microwire Arrays PRE-SOLICITATION NOTICE OF INTENT NON-COMPETITIVE Solicitation: HHS-NIH-NIDA-SSSA-NOI-17-507 Title: Cereplex I Microwire Arrays INTRODUCTION PURSUANT TO FAR Subpart 5.2-Synopses of Proposed Contract Actions, THIS IS A PRE-SOLICITATION NOTICE OF A PROPOSED CONTRACT TO ACTION. THIS IS A PRE-SOLICITATION NON-COMPETITIVE NOTICE OF INTENT TO AWARD A CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME). The National Institute on Drug Abuse (NIDA), Station Support Contracts and Simplified Acquisitions Branch (SS/SA) on behalf of the National Institute on Aging (NIA) intends to negotiate and award a contract for the Cereplex I Microwire Arrays with Blackrock Microsystems 630 Komas Drive Suite 200, Salt Lake City, UT 84108-1229, (801) 582-5533. NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE The intended procurement is classified under NAICS code 334510 - Electromedical Electrotherapeutic Apparatus Manufacturing with a Size Standard of 1,250 Employees. REGULATORY AUTHORITY The resultant contract will include all applicable provisions and clauses of the Federal acquisition Requlation (FAR) in effect through the Federal Acquisition Circular (FAC) 05-95, January 19, 2017. STATUTORY AUTHORITY This acquisition is conducted as non-competitive under the authority of 41 U.S.C. 253(c) under provisions of the statutory authority of FAR Subpart 6.302-1 - Only one response source and no other supplies or services will satisfy agency requirements. DESCRIPTION OF REQUIREMENT Project Description The Functional and Restorative Neurosurgery Unit (FRNU) exploits the unique investigative opportunities provided by intracranial electrical recordings during neurosurgical procedures. Using recordings captured from epilepsy patients implanted with subdural and depth electrodes, we investigate the activation of cortical networks during memory encoding and recall, and using the recordings captured during the implantation of deep brain stimulators, we investigate the role of the basal ganglia in learning and decision making. Purpose and Objectives The purpose of this acquisition is to procure Cereplex I Microwire Arrays so that we can record the activity of individual neurons in the human brain, a requirement for deciphering the neural code of human memory. Delivery Schedule Within 60 Days after receipt of order (ARO). Delivery Date: The required equipment shall be delivered to 10 Center Drive, Building 10, Room 3D20, Bethesda, MD, 20814, within sixty (60) days after contractor receipt of order. Inside delivery is mandatory. See attached Statement of Work (SOW) for further information. CLOSING STATEMENT This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this solicitation must include clear and convincing evidence of the offeror's capability of fulfilling the requirement as it relates to the technical evaluation criteria. The price proposal must include the labor categories, an estimate of the number of hours required for each labor category, fully loaded fixed hourly rate or each labor category, breakdown and rationale for other direct costs or materials, and the total amount. General Requirements: (1) Trade name: N/A (2) Product's brand name: Blackrock Cereplex I Microwire Arrays (3) Manufacturer's name: Blackrock Microsystems (4) Model and part number: CerePlex I Part Number: 8411 Salient characteristics The contractor shall provide the three (3) Cereplex microwire arrays that meet the following specifications: •Each device should capture the spiking activity from individual neurons as well as local field potentials in human cortical tissue •Each device must connect to two separate microwire arrays of 64 electrodes that are 1.00 mm in length and cover an area of.24 x.24 mm. •Each device's electrode signals should be digitized subcutaneously to improve signal to noise, and to create a time-multiplexed signal that can be transmitted through the skin with a single wire with little or no additional infection risk to the patient. •Each device must have the ability to connect to an existing neural signal processing system. Quantity: Three (3) Cereplex I Microwire Arrays Other Considerations The contractor shall warrant that no more than 33% of the purchased microware arrays are free from defects in materials and manufacturing that prevent successful recording of individual neurons in a human patient. The Contractor shall replace any product that does not comply with this warranty. The Government understands that this warranty is voided by: (1) any modification or attempted modification to the product done by anyone other than an authorized certified contractor employee; (2) any abuse, negligent handling or misapplication of the product. The contractor shall provide remote phone support 24 hours a day, seven days per week. Training and installation are not required for this product. In addition the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size must be included in the response. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov." A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. All responses must be received by Wednesday, September 20, 2017 at 12PM, Eastern Standard Time, and reference number HHS-NIH-NIDA-SSSA-NOI-17-507.
