- **NON-COMPETITIVE SYNOPSIS** ***PLEASE CONTACT RAYNE IVEY/ARCS AT RAYNE.L.IVEY@NASA.GOV TO SUBMIT CAPABILITIES.*** NASA/MSFC has a requirement to fulfill space mission planning requirements through the use of a mission planning and assessment tool. The proposed effort requires specialized knowledge and experience related to mission trajectory analysis in a campaign format. This task shall provide expertise to support the management and execution of Mission optimization tool activities. The work involves initial collaboration with NASA MSFC on task objective, gathering resources, tool programming, and assessment and discussion on the activity results. NASA/MSFC intends to enter into a sole-source contract with Archarithms, Incorporated for support in fulfilling these mission planning requirements. Archarithms’ expertise is required in the areas of information abstraction, mission trajectory data analysis, synthesis, formatting and operation for use within Archarithms’ mission planning and optimization tool. The intellectual property and underlying tool design are owned by Archarithms, with U.S. Army Missile Defense Agency (MDA) providing additional development funds that tailor the tool to MDA’s operational needs. NASA believes there is an alignment between MDA and NASA operational capability needs. NASA and MDA perform “Mission Planning” for critical mission operations of geographically dispersed systems and teams, where seconds and minutes have significant consequences to mission success, human life, and property. Archarithms’ experience in adapting this tool for U.S. Army MDA is relevant as NASA and MDA’s missions share unique characteristics uncommon to most business sectors. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 9/18/2017 by 12:00 p.m. CST. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
