- This Sources Sought is for information and market research only and shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs (VA). The VA is currently conducting market research to locate qualified experienced and interested potential sources. Responses will NOT be considered as proposals, nor will any award be incurred by interested parties in responding to this sources sought announcement. The purpose of this sources sought synopsis is to gain knowledge of potential qualified sources and their size classification Service Disabled Veteran Owned Small Business, Veteran Owned Small Business or Small Business) relative to NAICS 561730 Landscaping Services, size standard $7.5 M. Responses to this sources sought will be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought synopsis, a solicitation announcement may be published on FEDBIZ OPPS website. Contracting Service is seeking interested sources (contractors) for a near-future solicitation and procurement for the following: Work consists of Broadleaf and Crabgrass control at the Keokuk National Cemetery, Keokuk, IA. a. The Contractor will provide all materials, equipment, protective gear, and labor necessary to apply crabgrass control at Keokuk National Cemetery. b. All grassy areas of the cemetery are to be sprayed. Total acreage of Keokuk National Cemetery (KNC) is 21.08. A map of KNC is attached. c. Timing for crabgrass control applications is crucial and the Contractor is required to make timely applications. They will be expected to know the growing habits of crabgrass. A pre-emergence herbicide should be applied one to two weeks prior to the expected germination of crabgrass and when soil temperature at 2-inch depth reaches 55F. The Contractor must make the crabgrass applications between April 15th and April 30th, and between June 15th and June 30th. Applications cannot be missed, nor can they be made late. d. Recommended product for crabgrass control is Barricade. However, the Contractor can use other prodiamine products at the same rate of active ingredient per acre. (For example: 7.8oz actual prodiamine per acre at each application.) For optimal results, the Contractor should use split applications: Initial application Barricade 65 WG @ 12oz/acre Second application Barricade 65 WG @ 12oz/acre 2.2 BROADLEAF CONTROL REQUIREMENTS a. The Contractor will provide all materials, equipment, protective gear, and labor necessary to apply broadleaf control at Keokuk National Cemetery. b. All grassy areas of the cemetery are to be sprayed. Total acreage of Keokuk National Cemetery (KNC) is 21.08. A map of KNC is attached. c. Timing for broadleaf control applications is crucial and the Contractor will be expected to make timely applications. They will be expected to know the growing habits of broadleaf weeds. The Contractor should spray selective herbicides when weeds are actively growing. Treatment must occur before weeds produce seeds. Dandelion should be in early yellow flower state. The Contractor must make the crabgrass applications between October 1st and October 15th, and between May 15th and May 30th. Applications cannot be missed, nor can they be made late. d. Recommended products for broadleaf control are Confront (apply @ 2 pints/acre) or Triamine II (apply @ 3 pints/acre). However, the Contractor may use an equivalent herbicide. At this time, no solicitation exists. Therefore, DO NOT REQUEST A COPY OF THE SOLICITATION. The period of performance shall be a 12 month base period and four (4) option years to be exercised at the Government s discretion. All work will be performed during the normal work week and shall not take place on Federal Holidays or weekends. Responses must be sent to the following address and received no later than 2:00PM on September 18, 2017 though the vendor portal: https://www.vendorportal.ecms.va.gov Your responses must include price estimate, your business size, capabilities statement and socio-economic status information. You must have a current Online Representation and Certifications Application (ORCA), and be registered in SAM. You must also be registered in VetBiz Registry if applicable.
