- Description
- The United States Marine Corps (USMC) Installation Command, Regional Contracting Office- National Capital Region, located at Marine Corps Base Quantico, VA, intends to award a firm-fixed price contract on 29 September 2017 for the following requirement. The projected period of performance will be twelve (12) months. The North American Industry Classification System (NAICS) code associated with this requirement is 541612 Human Resources Consulting Services. This action will use FAR 6.302-1 criteria for unique services believed to be available from only one source. Any other responsible source may submit a capability statement, proposal, or quotation, containing credible evidence of ability to provide the required services, which shall be considered by the USMC. All interested parties must be registered in the System for Award Management web site ( www.sam.gov ). It is the responsibility of interested parties to review www.fbo.gov frequently for updates to any documents. SCOPE OF WORK: The USMC seeks a web-based individual, group, and situational mentoring capability with a large existing pool of qualified female active duty military and veteran mentors; searchable mentor database and recommended protégé selected mentors; and both protégé-driven and administrator matching capabilities, to facilitate mentoring of up to 500 current and incoming female Marine protégés for a period of one year in order to improve retention, morale, self-confidence, and productivity. In addition to providing mentor/ protégé matching and facilitating the mentoring process, the program should be able to to monitor, track, and survey participants to provide customizable performance and impact data on the effectiveness of the program including the level of program participation and individual user satisfaction and benefits, as well as to identify and track relevant cultural trends within the Marine Corps. The contractor shall possess extensive expertise and proven record developing and implementing online mentoring programs for active-duty military, veterans, and military spouses; working with leadership development, community building, and diversity programs.
