- Sole Source Justification THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE PURCHASE ORDER AND IS NOT A REQUEST FOR COMPETITIVE QUOTES The USDA Agricultural Research Service, Animal Parasitic Diseases Laboratory (APDL), 10300 Baltimore Ave, Building 1040, Rm 208, Beltsville, MD 20705, intends to award a Firm fixed price, sole source purchase order for a BD Accuri C6 Plus System under the authority of 41 U.S.C 253 (c)(1) and FAR 13.106-(b). Only one responsible source, to: Becton, Dickinson & Co. DBA BD Biosciences One Becton Drive Franklin Lakes, NJ 07417 Purchase of a BD Accuri C6 Plus System includes Dell OptiPlex Workstation Bundle, BD CSampler Plus, BD FACS Clean Solution 5L, BD Sheath Additive, BD Detergent Solution Concentrate, BD Extended Flow Cell Clean Solution, CS&T RUO Beads 50 Test, Assy Tubing Pump Peristaltic, BD Accuri C6 Plus Install and Training, Factory warranty (one year) and extended warranty ( two years). The BD Flow Cytometer Accuri 6C Plus (BDFCA6P) has weight under 35 lbs. and permits easy placement on a lab bench and in a fume hood. The compact size allows its mobility and utilization in remote field locations as needed in small unit requirements. TheBDFCA6P is made for easy and user-performed maintenance. Replacement of in-line sheath fluid filter, fluid bottle filters and peristaltic pump tubing bi-monthly takes 15-20 minutes and the cost is reasonable at $150 per maintenance, with no waiting for service. The acquisition speeds of 10000 events per second, flow rates and adjustable custom core feature from 5 - 40 microns and resolution are adequate for the small -large cells/particles that are required of our lab. This is considered the best performance in the industry. The use of deionized laboratory grade water as sheath fluid for the BDFCA6P is an excellent medium due to the fact some of the cells that we may use are salt (saline) sensitive. The BDFCA6P can accommodate different sample tube types and requires minimal sample sizes; including 12 x 75 tubes, various micro-centrifuge tubes or microliter plates like 96-well plates. BDFCAA6P is equipped with an automatic sampler which allow to run a 20 tube rack or 96 well plates in a walk-away mode and will analyze in a single tube mode or the automated sample collection mode, based on the experimental needs. BDFCA6P has the capability to obtain cell counts without using beads, providing cell concentration without additional testing equipment or reagents. This equipment generates no aerosols or aerosols minimized for safety concerns. There are at least 4-colors to be measured and additional colors to be measured with the change of filters. The equipment comes with user friendly analysis software that can be used for data analysis on both a PC and MAC and also exported to third party software. It can conduct performance and function tracking and monitoring. The BDFCA6P has optional Laser Module capable items that can be purchased at a later date. The manufacturer provides installation and training and includes an extended warranty. In accordance with FAR 13.106(b) only one source, and 41 USC 253(c)(1) only one responsible source and no other supplies will satisfy agency specifications and requirements. The Government intends to award a firm fixed price purchase order using Simplified Acquisition procedures. This notice of intent is not considered a Request for Quote (RFQ), nor is it a Request for Proposal (RFP). No solicitation document is available and telephone requests will not be honored. Interested persons may identify their interest and capability to respond to this requirement. A determination by the Government not to compete this proposed contract is based on responses to this notice and is solely within the discretion of the Government. The Government will consider all responses received by 1:00 pm EST, September 20, 2017. Information received will be considered solely for determining whether to conduct a competitive procurement.
