- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NICHD201700296 and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-95. The North American Industry Classification (NAICS) Code is 541380 and the business size standard is 1000 employees. However, this solicitation is not set aside for small business. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) intend to contract on a sole source basis with University of California, San Francisco, Biochemistry and Biophysics; San Francisco CA 94158, MN 55455, for the services Prospective Studies of Telomere Length Dynamics and Type 2 Diabetes Related Outcomes. Telomere length measurement Average TL in peripheral white blood cells will be measured using a validated quantitative polymerase chain reaction (Q-PCR) method which measures the relative average TL in genomic DNA by determining the ratio of telomere repeat copy number to single-copy gene copy number (T/S ratio) in experimental samples relative to a reference sample. The T signal for an experimental DNA sample is the number of nanograms of the reference DNA that matches the experimental sample for copy number of the telomere repeats. The S signal is the number of nanograms of the reference DNA that matches the experimental sample for copy number of the single-copy gene. Experimental samples with T/S >1.0 have longer average TLs than the reference DNA. All samples will be measured in triplicate, and the mean value will be used for analysis. Tasks to be performed 1. Processing: 10 μL of DNA sample at a concentration of 100 ng/ μL will be shipped. A total of 3 μL will be used for the assay and the remaining 7 μL of samples will be returned to us. In other words, no more than 300 ng of genomic DNA per sample is needed. 2. Q-PCR assay: the assay will be carried out in triplicate, and the mean value will be calculated for each sample. The offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications - Commercial Items with its offer. The provisions of FAR Clause 52.212-1 Instructions to Offerors - Commercial Items; FAR Clause 52.212-2, Evaluation - Commercial Items; FAR Clause 52.212-4, Contract Terms and Conditions - Commercial Items; and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items - Deviation for Simplified Acquisitions applies to this acquisition. The offeror must include their Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size.
