Description
Sole source J&A THIS IS A SOLE SOURCE SYNOPSIS! The 45th Contracting Squadron has a sole source requirement for Rental of twelve (12) each commercial charter buses for two separate days. Buses must carry approximately 50-55 passengers and luggage. Busses are needed for continued, non-stop shuttle service transportation between the Orlando International Airport flight line & passenger terminals and the Orlando World Center Marriott (8701 World Center Drive, Orlando, FL). Contract company must have a permit to operate on file with the Greater Orlando Aviation Authority Ground Transportation Permit Office [(407) 825-2622] to operate within the Orlando International Airport (KMCO) passenger terminal area. The following bus service itinerary will be required: A. Thursday, 26 October - 12 busses for non-stop shuttle service between Orlando International Airport and the Marriott World Center, with service beginning (passenger pick-up) at the airport. Shuttle service will be required from 6:00 AM through 3:00 PM on Thursday. Three (3) busses will run non-stop shuttle service from Terminal A arrivals/baggage claim, three (3) busses from Terminal B arrivals/baggage claim, and six (6) busses from Atlantic Aviation flight line (9245 Tradeport Drive, Orlando, FL) to the Marriott World Center. All 12 busses will be pre-positioned at the respective airport locations no later than 5:00 AM. B. Sunday, 29 October - 12 busses for non-stop shuttle service between the Marriott World Center and Orland International airport, with service beginning (passenger pick-up) at the Marriott. Shuttle Service will be required from 7:00 AM through 3:00 PM on Sunday. Three (3) busses will run non-stop shuttle service to Terminal A departures, three (3) busses to Terminal B departures, and six (6) busses to Atlantic Aviation flight line (9245 Tradeport Drive, Orlando, FL). All 12 busses will be pre-positioned at the Marriott no later than 6:00 AM. Busses must be clean, safe, and functional. Seats must be in good working order without tears and rips. All busses will have separate under baggage compartments. Drivers will be uniformed and in good appearance. Drivers will assist passengers in accessing baggage compartments for storage. Passengers will be responsible for load/unloading of baggage. Drivers will not make any en-route stops to include meals, fuel and personal affairs. Drivers should plan food accordingly due to the lack of stops. All busses need to preposition at departure locations NLT one hour prior on each day of the requirement. This is a Sole Source with Mears Destination Services, Inc, 324 W gore St, Orlando FL 32806-1037; Cage: 1XGL0 IAW FAR 13.106-1(b)(1). IAW FAR 5.207(c)(15) Mears Destination Services, Inc is the only source capable of fulfilling the government's requirement that has the certification to drive on the flight line with the Greater Orlando Aviation Authority. The attached Sole Source Justification has been made available for review. No solicitation documents exist at this time. This item/service utilizes North American Industry Classification System (NAICS) code of 485510; size standard $15M. All responsible sources may submit a quotation which shall be considered by the agency. This notice of intent is not a request for competitive quotes; however, the government will consider any responses from capable sources received within 10 days after date of publication of this synopsis. 45 CONS/LGCB has determined that Mears Destination Services, Inc is the only source capable of providing this requirement.
