THIS RFQ REPLACES RFQ F8R3CE7177AW02, DUE TO SIGNIFICANT CHANGES IN THE STATEMENT OF WORK (AT BOTTOM OF RFQ). INSTRUCTIONS ARE AS FOLLOWS: 1) ALL ITEMS ARE FURNISHED REQUIRED TO BE IN NEW CONDITION. REFURBISHED, USED, AND OTHER-THAN NEW ITEMS WILL NOT BE ACCEPTED. 2) THIS RFQ IS BEING CONDUCTED ON A LOWEST-PRICE TECHNICALLY ACCEPTABLE (LPTA) BASIS. 3) INTERESTED VENDORS MUST BE REGISTERED IN THE SYSTEM FOR AWARD MANAGMENT (SAM) IN ORDER TO BE AWARDED. IF YOU ARE NOT REGISTERED IN SAM, PLEASE CONTACT ME FOR ASSISTANCE. (REF: FAR 52.232-33). 4) THIS IS A TOTAL SMALL BUSINESS SET-ASIDE. VENDORS MUST BE A SMALL BUSINESS UNDER THE SIZE STANDARDS OF NAICS CODE 238290. VENDORS ARE ASKED TO SUBMIT A QUOTE THAT DOES **NOT** INCLUDE FURNISHING OF A BOOM LIFT BY THE VENDOR. 9) Q&A'S: ALL QUESTIONS ARE DUE TO ME BY TUESDAY, SEPTEMBER 12 AT 3:00PM EST. ANSWERS TO QUESTIONS WILL BE POSTED TO THIS RFQ BY 3:00PM EST ON WEDNESDAY, SEPTEMBER 13. **PLEASE REVIEW BELOW QUESTIONS BEFORE SUBMITTING QUESTIONS** Q&A's Building 320 Q1. Are there any safety requirements or training on site required? A1. No on-site training, contractor is required to have properly-trained personnel for the work required. Q2. Will this hangar be empty for this scheduled work or is there a chance we may be asked to reschedule this building? A2. There is a chance that interruptions and reschulings will occur. If this happens, it will be a Government-caused delay / Change of Conditions and the Contractor will be entitled to extra costs incurred, as well as extra time required. Q3. Are there any as-built drawings available for the existing fire system in B320? A3. As-built drawings have been added to RFQ. Q4. It is estimated that Bldg 320 will require a minimum of 5 days for 2 people to troubleshot the repairs required on the piping. Understanding mission requirements may dictatethat personnel will be required to evacuate the hanger to allow an aircraft repair during that time are we to calculate additional mobilizations or if this happens will it be treated as a change of conditions. A4. Per A2, There is a chance that interruptions and reschulings will occur. If this happens, it will be a Government-caused delay / Change of Conditions and the Contractor will be entitled to extra costs incurred, as well as extra time required. General Q1: Is there a 1442 and price schedule the government may provide for contractors to submit proposals? A1: No price schedule or 1442; work should be bid as one lump sum with breakouts by labor and materials for each building. Building 258 (Johnstown) Q1. Is access to this facility the same as Pittsburgh? A1. Yes Q2. Please provide photos & model / manufacturer of FACP. A2. Model / Mfr of Bldg 258 FACP: Simplex 4005 (see pictures for S/N and other info) Fire Hose Testing Q1. Will the hose be removed from the cabinets? A1. No, vendor will accomplish this. Q2. Will we be responsible for removal of the hose and re-racking? A2. Yes Q3. We perform these tests at our facility. Is that ok? A3. Yes Q4. If during the preparation of our estimate it is determined replacing the hose assemblies will be more "cost advantageous" to the government, is that an acceptable approach? If so we the replaced hoses be left with the government for possible training assets or will the contractor be required to dispose of them? A4. If more advantageous certainly. Contractor will need to properly dispose of if replaced. STATEMENT OF WORK REPAIR FIRE PROTECTION SYSTEMS PROJECT: JLSQ172016 Date: 1 Sept 2017 SCOPE: The work consists of furnishing all labor, materials, tools, equipment, supplies, transportation, supervision and inspection required to perform all the work described below UNLESS OTHERWISE NOTED BELOW. LOCATION/SITE VISITS: This project is located at the Air National Guard Base, Pittsburgh International Airport, Coraopolis, PA 15108-1940. Site visit dates and attendance procedures are established in the solicitation. GENERAL REQUIREMENTS: The hours of operation at the PANG base are a compressed work schedule as follows: A. Working Times: Tuesday through Friday 0700 hours to 1530 hours. B. Work can be accomplished any time during these hours unless the base is closed for a holiday. Prior coordination with the Contracting Officer (KO) is required to work outside these hours. GENERAL DESCRIPTION OF WORK : This project is to provide repairs to known deficiencies of designated fire protection systems captured in the 2016 fire inspections close-out binders, in accordance with the appropriate sections of NFPA standards and the Unified Facilities Code (UFC). A government representative will escort the contractor while on base. Contractor will include repair results as a deliverable at the completion of this contract. The repair results shall be submitted on NFPA forms similar to those in Standard 25, Appendix B. PRINCIPLE ELEMENTS OF WORK: The following are all known deficiencies that will require repairs or modifications prior to testing and inspection. Contractor will provide system testing as needed (i.e. pressure tests after replacement of pressure relief valve). Additional information on all deficiencies can be found in the 2016 fire inspection close-out binders. Coordinate with Contracting Officer's Representative to reference the 2016 fire inspection close-out binders. Buildings 110: •- Contractor shall trouble shoot and provide written recommendation to government on possible solutions to repair fire alarm panel (FAP) trouble alarm. The fire alarm panel is showing a trouble alarm for "Annunciation Communication Fail". Building 206: •- Contractor shall replace the (2) existing smoke detectors in the bathrooms with heat detectors. Ensure newly installed detectors still communicate with the building fire alarm panel. Building 213: •- Contractor shall install a test and drain valve at the inspector's test pipe with a built in pressure relief. Building 258: •- Contractor shall trouble shoot and provide written recommendation to government on possible solutions to repair fire alarm panel (FAP) trouble alarm. The fire alarm panel is showing a trouble alarm for "IO, Output 2 Trouble". •- Contractor shall replace broken fire department connection (FDC) cap. Building 308: •- Contractor shall replace water motor gong alarm that is not functioning. (Replace existing Tyco WMA-1 with the same model or government approved equal) Building 320: •- Contractor shall trouble shoot and provide repair options for the leaks in associated hangar sprinkler piping. The fire alarm panel is showing a supervisory alarm for "Low Air" due to leaks in the sprinkler piping system. Building 321: •- Diesel Pump #1 - Contractor shall replace engine coolant (8 gal.), change engine oil & filter, change engine fuel filter, clean fuel tank. Contractor shall replace (4) existing CAT 101-4000, 190AMP, 12V batteries and dispose of the old batteries. •- Diesel Pump #2 - Contractor shall replace engine coolant (8 gal.), change engine oil & filter, change engine fuel filter and clean fuel tank, and add distilled water to all (4) batteries as needed. •- Diesel Pump #3 - Contractor shall replace engine coolant (8 gal.), change engine oil & filter, change engine fuel filter, clean fuel tank, and add distilled water to all (4) batteries as needed. Contractor to provide recommendation to government on possible replacement of batteries. •- Diesel Pumps #1, #2, & #3. Contractor shall replace (3) existing pressure relief valves with new pressure relief valves (one valve per pump). Nomenclature from old valves is: 1. Kunkle Valve Division Stafford, TX. Plant B 2. Fire Pump Relief Valve 3. Model# 228 H-P 4. Size 6" 5. Max pressure - 175 6. Min pressure - 60 7. Capacity GPM - 2336 8. Factory setting - 125 PSIG i. Contractor to provide all hardware, gaskets or other material required for new and existing piping/flanges. ii. Contractor to execute NFPA Fire Pump Testing once installation is complete. Building 404: •- Contractor shall trouble shoot and provide written recommendation to government on possible solutions to repair fire alarm panel (FAP) trouble alarm. The fire alarm panel is showing a trouble alarm for "Communication Failure", pull station. •- Contractor shall install a test valve and drain with built in pressure release device. Building 405: •- Contractor shall replace (2) water pressure gauges. •- The fire alarm panel is showing trouble alarm in Zone 4. Contractor shall replace the tamper switch that has incurred damage from a water leak, if trouble alarm still exists contractor to provide written recommendation to government on possible solutions. Building 410: •- Contractor shall replace leaking 4" water flow switch. •- Contractor shall install relief valve. System has 250PSI locked in. Fire Hose Hydrostatic Testing: •- All hose requiring testing is single jacket, 100' lengths, last tested in 2012. All nozzles are in good shape and do not require replacement. Close out Submittals shall have all copies of the required information retained by the Government. Submittals for Government Approval: 1. Prior to start of work Contractor shall provide credentials / certifications of qualified personnel conducting repair and inspection of base fire protection systems. 2. Contractor shall provide information / recommendations as specified above. Deliverable to Government: 1. Contractor shall provide (2) copies of system reports with repairs and cost. Contractor shall provide (2) close-out binders at the conclusion of this contract. Binders will be subdivided by building and shall contain all elements of repair and inspection that were accomplished.
