- The Internal Revenue Service intends to acquire Lynda.com enterprise licenses for all Taxpayer Advocate employees using FAR Part 13 Simplified Acquisition Procedures. The Online Training and On Demand Learning Software & Information Technology is for one year of unlimited access 24/7. Lynda.com is an eLearning library with over 5,200 video courses that can be accessed onsite, offsite or mobile. This training is provided on technology topics and on a range of business and life skills, including project management, leadership, conflict resolution, problem solving, time management and communication. Period of Performance is September 28, 2017 - September 27, 2018 and three option years. This procurement is an unrestricted, NAICS code is 511210, and the small business standard is $38.5M. This notice of intent is not a request for proposals. This notice is for informational purposes only and is not be construed as a commitment by the Government. Potential sources who believe they can provide subscription service listed above are invited to submit substantiating documentation in writing to the identified point of contact at faith.m.ashton@irs.gov no later than September 20, 2017 (Eastern Time). The vendor shall be selected based on the lowest priced technically acceptable. The following factors shall be used to evaluate offers: technical capability and price. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Oral communications are not acceptable in response to this notice. A determination by the Government to complete this proposed contract based on responses to this notice is solely at the discretion of the Government.
