Questions and Answers: Q: It speaks to agile development but also licenses, does the government have a proposed solution in mind? If so what is it? A: Licenses shouldn't be required. It will be role based (AFPC AO, Careerfield Manager, VML Officer, gaining organization, etc.) ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ Q: Is this new work or follow on/current work? If not new what is the contract number? A: This is a new requirement. ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ Q: It appears to be fairly small but is listed as full and open. Will this competition be small business or even 8a? A: This requirement is being solicited as full and open competition. ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ Q: Can you provide the contact information for the buyer/program office requesting this work? A: No, the customer contact information will not be released. All questions must flow through the contracting office. ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ Q: Has the Government considered leveraging the AF A1 Business Process Automation Platform (BPAP) for the Air Force Personnel Operations Agency (AFPOA) contract vehicle (development of an A1 Salesforce PaaS environment) as a vehicle to execute this requirement versus doing a separate, standalone Talent Marketplace Assignment Matching Service contract? Award of the AF A1 BPAP contract is anticipated by the end of September 2017. A: The government has considered all options and will solicit full and open on FBO. ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ Q: In Objective 2.3, the PWS says to "incorporate decision support tools to facilitate optimized assignment matches based on pre-identified required criteria". Is this intended to be developed on the Oracle Service Cloud platform? A: Not necessarily. It is more important to be built in an IL-4 cyber-hardened environment and transition to the Cloud as appropriate. ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ Q: Has the government developed the algorithm needed for the matching service? If so, will that be provided by the government to the Contractor? A: The algorithm is open-source code and can be provided to the Contractor upon award. If the prototype is to be utilized, can the government clarify which requirements it satisfies? Can the government also clarify which programming language(s) or software products were used to develop the prototype? A: The contractor may use the existing prototype as a starting point, but additional development is required to meet all the criteria in section 3.1. Specifically, the prototype provides rudimentary capability for sections 3.1.2, 3.1.3, 3.1.4, and 3.1.4.3. The prototype is written in an HTML/Javascript front-end with a PHP/PostgreSQL backend. ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ Q: Can the government provide an overview of the existing Oracle Service Cloud functionality (architecture diagrams, data flows, processes, etc.) as well as any other applications that exist today (Remedy, HR tools, etc.) in order to properly scope level of effort? A: myPers utilizes the Cloud Access Point (CAP) and Meet Me Points (MMPs) that are managed by DISA. The CAP provides access to office premise commercial and Federal cloud service offerings and boundary protection for the DISN. The MMP is the Equinix facility where the DoD meets the commercial point of presence (PoP). All the myPers traffic traverses the CAP and MMPs. NIPRNet--->CAP--->MMP--->CSP Data Center With that being said, it DOES NOT necessarily have to be performed in the Oracle Cloud. ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ Q. Are all requirements in PWS Section 3 intended to be configured solely on the Oracle Service Cloud platform? If Service Cloud will be the primary development platform, is the talent matching scope expected to be created via customization? A: Oracle service cloud may be used, but is NOT required. This is an implementation detail to be determined by the contractor. ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ Q: Is the government open to utilizing HCM tools such as Oracle Talent Cloud to enable the necessary requirements? A: Oracle service cloud may be used, but is NOT required. This is an implementation detail to be determined by the contractor. ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ Q: Does the solution need to provide notifications and alerts to changes in status? A: Yes-see section 3.1.3.3 and 3.1.4.10 ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ Q: Does the solution need to provide any automated processes for collecting information? A: No, although data collected by the system must be made available to the government (see paragraph 3.1.5.6.1).
