Description
The USDA NRCS is preparing to issue a solicitation for work authorized under the Emergency Watershed Protection Program to relieve imminent hazards to life and property due to a major flood event June 22-29, 2016, impacting Nicholas County, West Virginia. The project focuses on restoring and stabilizing approximately 275 linear feet of stream channel on two individual sites on Powell's Creek in Nicholas County, West Virginia. The contractor will install gabions baskets to stabilize and protect the stream bank. Disturbed areas will be graded to provide positive drainage and seeded and mulched to provide vegetative cover. If necessary, blockages will be removed to restore channel capacity. The solicitation will be a Total Small Business set-aside. Interested contractors must be registered as Active, and must complete the annual representations and certifications electronically via the System for Award Management (SAM) at http://www.sam.gov in order to be eligible for award. All necessary permits and land rights have been acquired. A firm-fixed price construction contract is anticipated under Simplified Acquisition Procedures. FAR Part 13 and 36 apply. As such, a bid bond is not required and there will be no formal bid opening. A Request for Quotes is being solicited, and can be supplied via fax, email, or regular mail. Award will be made to the lowest priced, responsible offeror. An alternative form of payment protection, either a Payment Bond (SF-25A) or irrevocable letter of credit (ILC), in the amount of 100% of award will be required within 5 days of award. The solicitation package, construction drawings and specifications will be posted and available from this site on September 28, 2107. Requests for quotes, under Simplified Acquisition Procedures, will be due October 12, 2017 at 11 a.m. A site showing to inspect the site will be held on Wednesday, October 4, 2017 at 10:30 a.m. Participants should plan to meet at the Exxon on Powells Creek Road in Birch River, WV. The coordinates are 38d29'51.3" N, 80d45'22.7"W. Take the Birch River Exit on US 19 and take Birch River Road towards (east) Cowen. Within 200 feet, turn right (south) onto Powells Creek Road. The Exxon will be 700 feet south on Powells Creek Road. Performance time is 22 calendar days. Magnitude of proposed construction: between $100,000 and $250,000.
