- The Department of Veterans Affairs, Technology Acquisition Center (TAC), intends to enter into a firm fixed price contract modification on the basis of other than full and open competition for additional Pipkins Workforce Management (WFM) software licenses to Pipkins Incorporated (Inc.), 1 McBride and Son Center Drive, Suite 140, Chesterfield, Missouri 63005. This procurement is for additional licenses to the existing Pipkins WFM software currently in use at the Health Resource Center (HRC). The additional WFM software licenses are required to support the activation of a new call center located in Hot Spring, South Dakota. The activation requires Hot Springs to connect with existing Pipkins software located at the VA HRC, 3401 SW 21st Street, Building 9, Topeka, Kansas, HRC, 4800 Memorial Drive, Building 90, Waco, Texas and HRC, Veterans Crisis Line (VCL), 400 Fort Hill Avenue, Canandaigua, New York. Pipkins WFM are an integral part of the new call center. VA currently owns Pipkins software which is integrated with the telephony system to combine historical data, forecasting, staffing and scheduling to develop optimized scheduling. This modification allows HRC to adjust schedules so that they align with call volume, thereby allowing HRC to handle more calls. Any new WFM system must integrate with the existing telephony system. Pipkins WFM system is the only application that is capable of integrating with the existing telephony system. The Statutory Authority permitting other than full and open competition is 41 U.S.C. 3304(a)(1) as implemented by the Federal Acquisition Regulation (FAR) part 6.302-1 entitled, Only Once Responsible Source and No Other Supplies or Services Will satisfy Agency Requirements. The Period of Performance is a prorated base that commences upon award and ends on March 20, 2018. The primary North American Industry Classification System (NAICS) is 541511 and size standard is $27.5 Million. This notice of intent is not a request for competitive quotes or proposals. However, all responsible sources may submit a capabilities statement or proposal which shall be considered by VA. Any information received will normally be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed contract lies solely within the discretion of the Government.
