- DOJ/Tax Division has a requirement to procure Best Authority Software. The Tax Division is seeking integration of a software utility to its Justice Consolidated Office Network (JCONII) environment. The software will perform as a Microsoft Word add-in that will provide the ability to generate tables of authority in Microsoft Word work-related files. Tables of Authorities (TOA) are required for many pleadings and represent a last-minute task before a filing deadline. The Tax Division tested Microsoft's native TOA software feature, Westlaw's Drafting Assistant, Lexis for Microsoft Office and Best Authority. Word’s native TOA feature does not automatically sort TOA entries. Sorting the citations to appear in the order as they were numbered is a tedious manual process and quickly ruled out the option. Westlaw’s Drafting Assistant (DA) took an extensive amount of time checking and reformatting the TOA. It also only picked up a portion of citations and missing information had to be added manually. Lexis for Microsoft Office (LMO) required publishing to PDF and then converting back to Word to find citations. It was unable to group page numbers for citations and it did not recognize the continuation of the prior citation. For both DA and LMO, a “standard” brief (approximately 50-60 pages) took 5-10 minutes to generate a table, 15-20 minutes to "clean" (i.e., visually checking citations for problems, formatting, deleting extraneous information, inserting correct headings, etc.) and 30-50 minutes to perform error correction and final formatting. Additionally, configuration settings for DA and LMO were causing client access problems with the Document Management System, which will require additional engineering hours to resolve. Best Authority was able to perform the TOA generation and formatting in a fraction of the time and configuration settings were sufficient to allow the software to work properly in the environment.
