THIS IS A DRAFT REQUEST FOR PROPOSAL (dRFP) ONLY. The National Aeronautics and Space Administration (NASA), Lyndon B. Johnson Space Center (JSC) issues this dRFP for the Safety and Mission Assurance Engineering Contract II (SMAEC II) effort under solicitation number, 80JSC017DRFP0010. This solicitation number supersedes the previous solicitation numbers NNJ17611006L and NNJ17611006LA used for SMAEC II. This release encompasses the dRFP and pertinent draft attachments for industry review and feedback related to the SMAEC II acquisition. The dRFP is issued in accordance with NASA Federal Acquisition Regulation Supplement (NFS) 1815.201, Exchanges with Industry Before Receipt of Proposals, with the purpose of assisting the Government in developing the highest quality Request for Proposal by allowing industry the opportunity to verify reasonableness and feasibility of the requirement, as well as promote competition. Therefore, the Government requests prospective offerors thoroughly review and provide feedback. Prospective offerors are invited to submit written comments, suggestions, or questions in all areas as defined in the dRFP cover letter to: JSC-SMAEC-II@mail.nasa.gov no later than 4:00PM Central Daylight Time (CDT), Monday, Sept 25, 2017. Telephone questions will not be accepted. The due date for responses will not be extended. When responding please title the email "Questions/Comments - SMAEC Draft RFP". Comments and questions can be submitted incrementally and should be provided in accordance with the instructions listed in the dRFP cover letter. Questions and answers to the dRFP will be separated from and have no bearing on the subsequent evaluation of proposals submitted in response to any resulting Final RFP. Eligibility to participate in a future acquisition does not depend upon a response to this notice. This announcement is for information and planning purposes only and does not constitute an RFP. Requests for a solicitation will not receive a response. No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow-up information requested. No basis for claim against the Government shall arise as a result of a response to this announcement or Government use of any information provided. This announcement does not restrict the Government's right to consider acquisition strategies as deemed appropriate It is the potential offeror's responsibility to monitor the website for updates. Information concerning the SMAEC II procurement may be viewed at the following websites: https://procurement.jsc.nasa.gov/smaec2/ and https://www.fbo.gov as information will be posted as it becomes publicly available. NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html The Government intends to acquire goods and services from FAR Part 15 and does not intend to acquire commercial items using FAR Part 12. The NAICS Code and Size Standard are 541330 - Engineering Services and the Size Standard is $38.5 Million under the exception for Military and Aerospace Equipment and Military Weapons.
