(i)This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii) Solicitation number VA261-17-Q-1167 is issued as a request for quote (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95. (iv) This acquisition is a total Small Business set aside. The NAICS code is 541511 and the size standard is $27.5 million. (v) The contract line item is listed in the price schedule of the solicitation package. When providing a quote, please provide a firm fixed price for these services. (vi) The contractor shall provide statistical programming services for the VA Palo Alto Health Care System in accordance with the Statement of Work that is included in the solicitation package. (vii) The period of performance is listed in the Statement of Work. (viii) The provision 52.212-1, Instructions to Offerors Commercial, applies to this acquisition. The vendors should submit a quote package consisting of a completed price schedule and information demonstrating their past performance providing similar services. (ix) The provision 52.212-2, Evaluation Commercial Items, applies to this acquisition. In accordance with FAR 13.106-2(b)(3), the quotes will undergo a comparative evaluation to determine which vendor provides the best value to the government in terms of price and past performance. (x) The provision 52.212-3, Offeror Representations and Certifications Commercial Items, applies to this acquisition. (xi) The clause 52.212-4, Contract Terms and Conditions Commercial Items, applies to this acquisition. (xii) The clause 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders Commercial Items, applies to this acquisition. (xiii) All additional contract clauses and provisions are included in the attached solicitation package. (xiv) The Defense Priorities and Allocations System (DPAS) do not apply to this acquisition.
