SOURCES SOUGHT NOTICE Synopsis: THIS IS A SOURCES SOGHT ANNOUNCEMENT FOR INFORMATION ONLY. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. The Department of Veterans Affairs, Network Contracting Office (NCO2), Montrose, NY (Service location is Manhattan, NY) is currently conducting a market survey to identify possible sources capable of providing Voiceover Pathology dictation system by Voicebrook. Users will dictate reports directly into a personal computer equipped with speech recognition software and boom microphone or wireless headset/foot pedal used to control microphone activity and simple navigation (field forward, field backward in templates). BACKGROUND The Pathology department at VA NY Harbor Healthcare System (PLMS) currently has 11 Pathologists, 3 Pathology Assistants and 14 Residents (4 on-service at a time) dictating gross and microscopic descriptions into cassette tapes and a Dictaphone dictation system. Dictations are routed to 2 in house transcriptionists and a transcription Service for typing reports into VistA for the user to review and make suggestions for any changes before signing off. VA NY Harbor Healthcare System Pathology would like to deploy VoiceOver in a mixed mode, i.e., some users will dictate and sign off entirely in real-time while others will use delegated medical editing. PLMS would like to improve turnaround times of reports, reduce mistakes and improve patient safety by implementing a speech recognition based reporting system where users can navigate VistA using voice commands with custom Macros. OBJECTIVE Implement VoiceOver for Pathology for the staff dictating on up to 15 different workstations in two facilities, the Manhattan Campus and the Brooklyn Campus, allowing VA NY Harbor Healthcare System staff to dictate reports using speech recognition and templating features, integrated with VistA anatomic pathology system. Noise cancelling microphones controlled by foot pedals will be implemented to increase productivity and accuracy. Users can dictate and sign off entirely in real-time while grossing and others can dictate into a digital dictation, and eventually transition over to using real-time speech recognition to complete their reports. VoiceOver for Pathology is intended for the dictation of longer, free-text notes, and is also expected to be used for: structured document templates via the VoiceOver speech box or Microsoft Word Ability to provide shared (departmental) templates in addition to personal templates per pathologist speech-based macros for rapid entry of repetitive text hands-free command and control of VistA in the cutting room and at the microscope Current workflow and other VistA processes will be unchanged. Voicebrook will work with each user, to ensure each attains maximum value from VoiceOver in conjunction with VistA. FEATURES o Needs analysis evaluation, including non-eCC template/macro building o VoiceOver, featuring Dragon Medical o Networked speech profiles allow physicians to use multiple machines, and provide automatic backup of speech profiles o Noise-canceling headsets and foot pedals for hands-free operation o Integration with existing information system including command and control for users who require hands-free operation (e.g., in the cutting room) o Installation on existing personal computers o Personalized user training and support o Must interface with VISN 2 VISTA o Must include the AJCC CAP 8th edition Cancer Case Summaries The North American Industry Classification System (NAICS) is 541519 and the standard size is $27.5 M. The Product Service Code (PSC) is 7035. Responses to this notice must be submitted in writing (email) and must be received no later than September 19, 2017 at 12:00PM EST. The purpose of this notice is to gain knowledge of potential qualified sources and their size classification/socioeconomic status (service-disabled veteran small business, veteran owned small business, woman owned small business, HUB Zone, 8(a), small business or large business), relative to NAICS 541519. Responses to this notice will be used by the Government to make appropriate acquisition decisions. A solicitation is not currently available. If a solicitation is issued, it will be announced on Federal Business Opportunities website HTTPS://www.fbo.gov at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement.
