- Amendment 12 clarification The purpose of this Amendment is for clarification purposes only. Amendment 11 Block 14 stated that the M.1 order of importance of evaluation factors is Technical Approach, Relevant Experience, Past Performance, Staff Resources, and the Business Management Proposal. However, the orders of importance of the evaluation factors were not changed. They remain as follows: Technical Approach, Relevant Experience, Staff Resources, Past Performance, and Cost. The change to section M.4 in Amendment 11 remains the same.
