- Purpose The Federal Trade Commission's (FTC) Administrative Services Office (ASO) is requesting information about your company's capability to install transfer switches for emergency power generators. The purpose of the project is to provide automatic transfer capability to the elevator systems at the Federal Trade Commission Building in Washington, D.C. The goal is to connect the existing elevator systems to the house generator such that elevators can operate during a power outage. The system must be designed to meet the specific requirements for the facility. Background The FTC is an independent federal government law enforcement and regulatory agency with authority to promote consumer protection and competition through prevention of unfair, deceptive and anticompetitive business practices; to enhance informed consumer choice and public understanding of the competitive process; and to accomplish these missions without unduly burdening legitimate business activity. This is a Request for Information ("RFI") only. This RFI is issued solely for information and planning purposes. It does not constitute a Request for Proposals ("RFP") or a promise to issue an RFP in the future. This RFI does not commit the government to contract for any supply or service whatsoever. The U.S. Government will not pay for any information or administrative cost incurred in response to this RFI. Respondents will not be notified of the results. Respondents shall not provide any confidential proprietary information and submissions may be subject to public disclosure as required or permitted by law. Existing Conditions There are two existing elevator banks that are served from two (2) panels located in the East and West Elevator Machine Rooms. These panelboards are served from the 120/208V Electrical Vault located in the Basement via two switch and fuse type breakers in Switchboard #3. An existing 500KW Caterpillar diesel generator is located directly outside of the 120/208V Vault that serves an existing 800A distribution panel via an automatic transfer switch. There is currently no connection from the emergency system to the elevator electrical feeds.   Proposed Work The existing elevator machine room feeds from Switchboard #3 will be intercepted in the 120/208V Vault and extended to (2) 800A 3 Pole automatic transfer switches that will be provided in the same vault. The intercepted feeds from Switchboard #3 will become the normal feeds to the transfer switches. Two (2) feeders from the existing emergency panelboard will be provided to the emergency side of the transfer switches to provide generator power. Conduit and conductors to match the existing elevator machine room feeds will then be provided from the load side of the transfer switches and connected to the existing feeders above Switchboard #3 that leave the vault and are routed up to the penthouse machine rooms. Conduit and control cabling and will be provided from each of the transfer switches provided under this project to the elevator controls to signal when the elevators are on emergency power and the number of concurrent running elevators will be limited in order to prevent overload of the generator (i.e. one elevator at a time can be operated per bank). Our transfer switches are tested (transferring load) every Thursday morning, therefore it is absolutely required that no switching transients result from this and that all equipment being served by the switches remain intact/undamaged upon transfer to emergency power as well as transfer back to mains (normal) power. System Requirements GSA design criteria from PBS P100, Facilities Standards for Public Building Service, March 2015, as the Basis of Design. Design Conditions: 1) Per paragraph 6.5.6.3 each elevator bank shall be provided with an emergency feed via an automatic transfer switch. 2) Programming shall be provided to limit the number of elevators that can be operated concurrently while on generator power. The existing generator will be limited to operating; a) elevator at a time total from both banks. Caterpillar sizing software shows that operation of b) elevators would require a generator of at least 750kW. 3) Per paragraph 6.5.2.1, use ASME A17.1, Safety Code for Elevators and Escalators. Site Visit A site visit is scheduled for Wednesday, October 4, 2017 at 10:00 AM (ET) at FTC Headquarters, 600 Pennsylvania Ave, NW Washington DC 20580. The site visit is required for any company interested in the requirement. Drawings will be available during the site visit. Please plan to arrive at the FTC location with a photo ID at least 15 minutes prior to the site visit to ensure ample time to go through security screen. When you arrive at the FTC, please inform security that you there for the site visit and that your POC is Mr. Jack Sheckels. Capability Statement In addition to providing a rough order of magnitude (estimate), please provide your company's response to the capability statements listed below: 1) Do you have experience in the installation of emergency transfer switches capable of switching a load from mains (normal) power to generator power? a. If so, please provide a brief description of the work performed. 2) What GSA or other federal contracts do you have? The submission should not exceed five (5) pages, excluding the estimate. The electronic copy must be word searchable and compatible with Microsoft Office 2010. Please submit an electronic copy of your capability statement and estimated via email to Dawn Cavallo (CTR) at dcavallo@ftc.gov no later than 12:00 PM (ET) on Wednesday, October 11, 2017.
