- This is a notice of intent to sole source a procurement under FAR Part 13 Simplified Acquisition Procedures and FAR 6.302-1 Other Than Full and Open Competition - one responsible source. The applicable NAICS Code is 519130. The USMC Regional Contracting Office (RCO) - Marine Corps Installations-National Capital Region (MCI-NCR) at Quantico Marine Corps Base, VA intends to award a sole source contract to: West Publishing Corporation Doing Business As: West, A Thomson Reuters Business CAGE Code: 89101 1100 13th Street NW Washington, DC 20005 The MCI-NCR RCO intends to award this requirement under the authority of FAR 6.302-1(a)(iii), "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." This requirement is for CLEAR (Consolidated Lead Evaluation and Reporting) provides MCIA connections to a comprehensive and current collection of public and proprietary records delivered through an easy-to-use interface that was designed and developed specifically for mission requirements. CLEAR provides MCIA with the tools they require to help them find relevant information quickly. Ten user accounts will be procured for the following: •· CLEAR for Government Fraud with Web Analytics •· Real Time Incarceration and Arrest Records •· World Check International Due Diligence •· Asset Insights - Real Property Reports •· Person Batch Alerts - up to 12,000 ongoing alerts Procurement planning for the follow-on effort is currently in process, and award is expected to be made on or around September 21, 2017, in accordance with fair opportunity under Far Part 13 procedures. The anticipated contract is for a period of performance from 30 September 2017 through 31 August 2018, with one twelve-month Option period to be exercised at the Government's discretion, from 01 September 2018 through 31 August 2019. This notice of intent is NOT a request for competitive quotes; however, all responsible sources may submit a capability statement or quotation which shall be considered by the agency. Capability statements or quotes, if received timely, will be considered; however, a determination by the Government not to compete the requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses shall be emailed to monica.curley@usmc.mil no later than 20 September 2017, 2:00 p.m. Eastern Time. Late responses will not be considered.
