- 4600 B 20 18 Sept 17 The Regional Contracting Office - Marine Corps Installation Command, National Capital Regional (RCO-MCINCR), Marine Corps Base (MCB), Quantico, VA is seeking sources to provide support services and subject matter expertise to Force Protection Integration Division (FPID) in the execution of their mission. CONTRACTING OFFICE ADDRESS: Regional Contracting Office- National Capital Region 2010 Henderson Road Marine Corps Base Quantico, Va. 22134-5001 INTRODUCTION: This SOURCES SOUGHT TECHNICAL DESCRIPTION is issued in accordance with PGI 206.302-1(d). Although, this sources sought is to conduct market research and determine the availability and technical capability, the resultant Bridge Contract will be awarded on a Sole Source basis. The Capabilities Development Directorate (CDD) Force Protection Integration Division (FPID) is seeking information for potential sources for adminstrative support services to be provided by the Contractor to perform the following services: overall contract program management; the maintenance of administrative and operational control of contract staff personnel to include contractor personnel working on-site; regional and site specific program management support; on-site project support; execution and management assistance, such as hiring plans, budgeting (POM, phasing, submission of deficiencies and execution), training schedules and recruiting events, and analytical reporting. In addition, the contractor shall conduct background investigations, provide training of police in basic and advanced law enforcement, conduct emergency dispatching, provide pass and registration services, motor vehicle dispatching, impound operations, police administration, and various clerk services. CONTRACT/PROGRAM BACKGROUND: Contract Number: M00264-15-F-0125 Contract Type: Firm Fixed Price Incumbent and their size: Advanced Management Strategies Group (AMSG), Inc. - Small Business Method of previous acquisition: Full and Open Competition Description of the current program/effort: FPID is responsible for the development of force protection capabilities to address both current and emerging United States Marine Corps (USMC) operating force (OPFOR) needs. This includes FPID's participation in the development of Joint (i.e., multiple agencies) capabilities documents and Joint Urgent Operational Need Statements (JUONS) transition support packages. That participation includes the development and review of required studies, analyses, and architecture views. The FPID portfolio requires technical analysis of proposed capabilities, coordination with OPFORs for the resolution of Urgent Universal Need Statements and JUONS, reviewing doctrine for new concepts and weapons, and providing input to Doctrine, Organization, Training, Materiel, Leadership and Education, Personnel and Facilities analysis. Specific elements of this portfolio most impacted by this request are Integrated Air and Missile Defense (IAMD); Chemical, Biological, Radiological, and Nuclear (CBRN); and Counter-Improvised Explosive Detection (C-IED). Coverage for CBRN Branch efforts includes participation in Joint program development conducted by DOD Chemical and Biological Defense Program. Coverage for C-IED provides the capacity to execute tasks in accordance with Marine Corps Order 3502.9, USMC C-IED Strategy, USMC C-IED Operational Advisory Group (OAG) Charter, and other Joint and Service directed capability development efforts SOURCES SOUGHT: The anticipated North American Industry Classification System Code (NAICS) for this requirement is 541611, with the corresponding size standard of $15 million. This Sources Sought Synopsis is requesting responses to the following criteria OLNY from all sources that can provide the required services immediately under the NAICS Code. To assist RCO-NCR in making a determination regarding the level of participation by small business in any subsequent procurement that may result from this Sources Sought, you are also encouraged to provide information regarding your plans to use joint venturing (JV) or partnering to meet each of the requirements areas contained herein. This includes responses from qualified and capable Small Businesses, Small Disadvantaged Businesses, Service Disabled-Veteran Owned Small Businesses, Women-owned Small Businesses, HUBZone Small Businesses, and 8(a) companies. You should provide information on how you would envision your company's areas of expertise and those of any proposed JV/partner would be combined to meet the specific requirements contained in this announcement.
