- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NICHD-17-140a and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-95. The North American Industry Classification (NAICS) Code is 339999 and the business size standard is 500 employees. However, this solicitation is not set aside for small business. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) have a requirement for a vendor who can provide the following Tecniplast USA(TUSA) new products and service(s): 1) 650A Aquatic Washer - 2 doors - Steam heating includes (9USASCKIT650A) Connection Kit. Overall dimensions: 2000 x 1100 x 2306 h mm (77,6 x 43.3 x 90,8 h") - Quantity (1) EA The basic configuration includes: 7" HMI (Human Machine Interface), touchscreen inclusive of: • LiteView, web based monitoring system • Teleservice, remote diagnostic package • eMeter, utilities consumption recorder • Self-start features • Allows one to "stay connected" from everywhere Three detergent dosing pumps Inclusive of flow control Water pressure and flow controls Washing pump 7.5 kW Space saving Roll-out Electrical box Full chamber and piping thermal insulation Front-access light drawer style filter screen One loading shelf and one toll-free adjustable Intermediate shelf On-board three detergent drum storage drawer Vapour exhaust blower ThermoLock cycle capability Multi-level password accesses and multi-cycle programming USB port for data collection Front side full maintenance access setup 2) Water discharge control system (cooling and Ph control) - Quantity (1) EA 3) S/s angle trim (2 sides and top) of the clean 650 front for barrier separation for machine w/out 9LAV65ECHR option. Wall opening 1871 h (73,66") mm from the floor - Quantity (1) EA 4) Basic remote dosing pump support (suitable up to 2 pumps) including s/s shelf, E-box derivation, up to 15 m (49,2 ft.) long detergent pipe & wire - Quantity (1) EA 5) Series 650 spare parts list for two years - Quantity (1) EA 6) S/s universal wire kit presentation tray for different brand aquatic tanks - (1) EA 7) Starter Kit of chemicals for 650A - Quantity (1) EA 8) Installation - to include Uncrating, Placement/Positioning, Leveling, On-site commissioning and validated following installation and Ass'y Startup & Training of equipment by TUSA Representative - Quantity (1) Charge 9) Removal of existing autoclave - Quantity (1) Charge NICHD needs a washer that is specifically designed to mechanically and chemically remove all algae and biofilm without leaving any chemical residue that could be harmful to the fish. The 650A has validated results that prove that algae and biofilm are completely removed from the tanks without leaving chemical residue. The 650A is specifically designed with zebrafish tanks in mind. The residual detergent deposited on the tanks can be harmful to fish and water quality. If pre-scrubbing didn't completely remove all the algae and biofilm from the tank, algae and biofilm in the water latch onto the rough/dirty surface and grow more quickly, thus the tanks need to be washed more frequently. The 650A was designed to accomplish the task mentioned above which is made possible by the following: • Twelve oscillating arms and 132 jets deliver over a ton of water per minute at 2-bar pressure in an innovative 100ºspray pattern • Specially designed presentation tray ensures the best angle of attached for mechanical removal of the top layer of soil • A patented combination of chemical products, together with the right concentrations and temperatures, leads to total biofilm removal • A monitored and controlled rinse phase (with gauges, meters and software) effectively removes any residues from the tanks making them safe for the fish. Lab animal industry standard detergents and washers are not effective in washing zebrafish tanks because: • The spray patterns, pressure setting and cycles are not designed specifically with zebrafish tanks in mind • Residual detergent deposited on the tanks can be harmful to fish and water quality • If pre-scrubbing didn't completely remove all the algae and biofilm from the tank, the algae and biofilm are then "baked" onto the surface during the washer cycle. The next time the tank is used, algae and biofilm in the water latch onto the rough/dirty surface and grow more quickly, which means that the tanks need to be washed more frequency. • The pre-scrubbing before the wash cycle is labor intensive The 650A is composed entirely of 304 Stainless Steel and plastics resistant to both working temperatures and chemical compounds. The 650A is needed to help cage wash and it can clean 250 tanks or more in an hour. This compact washer can clean and decontaminate aquatic equipment w/out having to manually scrub beforehand. The washer will help prevent scratching on the tanks which causes biofilm to buildup quicker in the grooves by spraying the tanks at a high pressure and not scrubbing. Also, the 650A can wash every size of tank, all associated tank parts (ex. dividers) and breeding tanks. The 650A will fit in the decommissioned autoclave footprint currently in the cage wash. The allotted space will not allow for a washer unit larger than the 650A overall dimensions. The offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications - Commercial Items with its offer. The provisions of FAR Clause 52.212-1 Instructions to Offerors - Commercial Items; FAR Clause 52.212-2, Evaluation - Commercial Items -Evaluation Procedures: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer, conforming to the solicitation, based on lowest price/technically acceptable of the stated products/services needed. Only those offerors determined to follow the requirements as stated in this solicitation will be considered for award. Non-conformance with this requirement may result in the offeror's quote being determined unacceptable.
