Special Notice for a Single Source Procurement SUBJECT: NOTICE OF INTENT TO AWARD A SOLE SOURCE PROCUREMENT FOR MISSION SYSTEMS AVIONICS SIMULATOR (MSAS) MAINTENANCE SUPPORT FROM ZEDASOFT, INC. REQUIREMENT: Mission Systems Avionics Simulator- Software/Hardware, Warranty, Maintenance and Support DESC: INTENT TO AWARD A SINGLE SOURCE PROCUREMENT WITH Zedasoft, Inc. The Air Force, Edwards Air Force Base, CA intends to award a Single Source purchase order to Zedasoft, Inc., 2310 Gravel Drive, Fort Worth, TX 76118. The Single Source purchase will be for Mission Systems Avionics Simulator (MSAS) Maintenance Support. Zedasoft, Inc. is the only known source identified for procurement of this supply. The statutory authority which permits other than full and open competition for this acquisition, is FAR 13.106-1(b)(1). This authority is supported by an approved Justification and Approval for Other Than Full and Open Competition. It is the Government's intent to proceed with this sole-source action. The North American Industry Classification System Code (NAICS) is 511210 and the size standard is $38,500,000. Please note that this is not a request for competitive proposals. However, all interested parties who believe they can meet the requirements are invited to submit in writing complete information describing their ability to provide Mission Systems Avionics Simulator (MSAS) Maintenance Support. Responses may be sent via e-mail to katie.hudiburgh@us.af.mil or mailed to AFTC/PZIEB, 5 South Wolfe Ave, Edwards AFB, CA 93524-1185, Attention: Katie Hudiburgh. Fax Number: 661-275-0470. Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Air Force not to open the requirement to competition, based on response to this notice, is solely within the discretion of the Air Force. If the office has not received any affirmative written responses by 8:00 a.m. 21 SEPTEMBER 2017, intent is to award a Sole Source purchase order to Zedasoft, Inc., 2310 Gravel Drive, Fort Worth, TX 76118. AFTC has appointed an Ombudsman to hear concerns from potential offerors relating to this acquisition. The Ombudsman does not diminish the authority of the Program Director or Contracting Officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of a routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman, but rather the Contracting Officer identified as Michele Cameron.
