Description
The following information is in reference to solicitation SPE1C1-17-R-0156. The item being procured is as follows: Item: Navy, Trouser, Men's, Polyester, White Shade 3006 PGC: 01659 NSN: 8405-01-076-0717(s) End Item Specification: A-A-55219 Pattern Dated: 25 September 2013 This item will be solicited as a Total Small Business Set-Aside. This solicitation will result in the award of one (1) Firm-Fixed Price, Indefinite-Delivery, Indefinite-Quantity (IDIQ) type contract consisting of a one-year base term and four one-year option terms. The production lead-time is 120 days for the initial order, and 90 days for subsequent orders. The delivery destinations for this item are Peckham and Great Lakes. The guaranteed minimum quantity is 19,680 each per term, and the annual estimated quantity is 49,200 each per term. The solicitation will required the submission of (one) Production Demonstration Model (PDM), size: 34 Regular. PLEASE NOTE: OFFERED PRODUCTS MUST BE MANUFACTURED DOMESTICALLY FROM 100% DOMESTIC PRODUCTS. Best Value Source Selection Procedures will be used for award evaluation purposes. The following Non-Cost or Price Evaluation Factors will be utilized, which are listed in descending order of importance: 1. Technical/Risk Evaluation Factor: PDM 2. Past Performance Evaluation Factor: Performance Confidence Assessment including the following aspects, which are of equal importance: a. Recency Aspect b. Relevancy Aspect c. Quality of Products Aspect including the following elements, which are of equal importance: i. Delivery Performance ii. Quality of Items NOTE: All evaluation factors, when combined, are significantly more important than price. As the evaluation factors ratings become more equal, price becomes more important. Important Note on Foreign Content: The Defense appropriations and authorization acts and other statutes (including what is commonly referred to as "The Berry Amendment" impose restrictions on the DoD's acquisition of foreign products and services. Generally, Clothing and Textile items (as defined in DFARS clause 252.225-7012) and "specialty metals" (as defined in DFARS clause 252.225-7014) must be grown, reprocessed, reused, melted or produced in the United States, its possessions or Puerto Rico, unless one of the DFARS 225.7002-2 exceptions applies.
