Description
Synopsis D17PS00400 Bureau of Safety and Environmental Enforcement (BSEE) Helicopter Flight Service The Interior Business Center (IBC), Acquisition Services Directorate (AQD), Boise, ID in support of the Bureau of Safety and Environmental Enforcement intends to issue Solicitation D17PS00400 for helicopter flight services utilizing fully Contractor operated and maintained light helicopter. This requirement is for the procurement of Helicopter Flight Services in support of the Pacific Region based in Camarillo, CA and will be used to fly BSEE inspectors offshore to and from oil facilities for inspection purposes. The Contractor will provide facilities in Camarillo, CA for use by Government personnel. The facility will include as a minimum heating, cooling, adequate lighting, Wi-Fi, chairs, tables, separate restrooms for men and women, telephone, and lockable storage lockers: The contractor shall be experienced and capable of providing fully contractor-operated and maintained flight services similar in nature to the missions of the BSEE offshore program. The contractor must maintain the appropriate Airworthiness Certificate IAW 14 CFR Air Carrier Certificate or Operating Certificate and have engineering support for continued airworthiness from the current to the supplemental certificate holder and all equipment must be FAA approved. The Contractor is responsible for and must comply with all laws and regulations, and otherwise have or obtain all needed licenses, permits, and certifications, including, but not limited to, those necessary for the carriage of persons or property within the United States. Aircraft Required:One (1) light helicopter as specified in Sections A and B, equipped with emergency pop-out float/raft system. Crew Compliment Required: Pilot-in-Command (PIC), Mechanic, Relief PIC, Relief Mechanic. Minimum Helicopter Requirements: Seating:Five (5) insured passenger seats not including pilot, but including copilot seat in an aircraft, normally single-pilot operated. Payload:Internal payload (HIGE)* of 850 pounds at 30 degrees C at 1,000 feet pressure altitude using a pilot weight of 200 pounds, required survival kit and fuel for 2.5 hours. Powerplant:Turbine engine Aircraft Equipment Requirements: Per Solicitation Section B. The performance period is expected to be from April 1 to March 31 each year of a five year ordering period. The anticipated issue date of the solicitation is September 30, 2017 with a projected closing date of October 30, 2017. This solicitation is 100% set-aside for small business under NAICS code 481211, Nonscheduled Chartered Passenger Air Transportation, Offshore Marine Air Transportation, which has a small business size standard of $30.5 million. The Government will award a contract in accordance with the best-value trade-off instructions of the solicitation. The apparent successful offeror must be registered in System for Award Management (SAM) at SAM.gov. in order to receive an award.
