This is a SDVOSB set-aside procurement under Solicitation Number VA101-17-R-0415. The Contractor shall provide and furnish all supervision, labor, materials, tools, transportation, supplies and travel necessary to expand and improve the existing Florida National Cemetery. This project will comprise the next construction phase of cemetery development, and will primarily include the development and construction of additional gravesite burial capacity and infrastructure to provide 10 years of service on existing, undeveloped land. Since this is an existing cemetery, only those facilities and infrastructure elements necessary to support the added maintenance, operations, and burial capacity for approximately 10 years will comprise this phase of construction. This investment will develop approximately 40 acres of the remaining undeveloped land at Florida National to provide approximately 50,350 gravesites, including both casket and cremation sites in new burial sections. Memorial Walls will be added at Florida National Cemetery to accommodate memorial plaques honoring the memory of veterans, and other eligible individuals whose remains are not available for burial. This project will also include repairs to existing Committal Shelters as well as upgrades and renovations to the main Maintenance Complex (facility and yard) and Satellite Maintenance Facility and yard. Improvements will be made to access roads, parking, cortege lane capacity, roadway drainage, site drainage, landscaping, existing irrigation system, facility security systems, security fencing, site furnishings, GIS site integration, and Facility Condition Assessment deficiencies. The project will address needed irrigation improvements to the existing system as well as a new deep well and irrigation pond for the newly developed gravesites and prior expansions. The project will also correct deficiencies in infrastructure. A new Honor Guard Building (1,196 SF) will accommodate military honors teams including volunteers. A new satellite public restroom (579 SF) will be constructed. New facilities and improvements to existing facilities will incorporate Green Building Principals and Renewable Energy Initiatives in accordance with VA policy and latest energy efficient technology. The project shall include an Early Turnover (ETO) phase for 1,000 casket interments, 1,500 in-ground cremains, and 2,000 columbarium niches with associated site development and irrigation requirements which must be completed and accepted for use within 12 months from ETO design completion. The Florida National Cemetery expansion is planned as a Design Build acquisition for award in FY18. The Office of Construction and Facilities Management (CFM) will provide a requirements document consisting of program requirements, environmental and regulatory constraints, topographic and boundary survey, baseline geo-technical survey, performance schedule, and listing of applicable VA/NCA design guides, submission requirements, and planning criteria in the Phase 2 RFP. The Design Build contract shall include a full complement of design services including the preparation of Master Plan, Schematic Design, Design Development and Construction documents in addition to all construction, commissioning, and LEED requirements.
