Description

The Department of Veterans Affairs Medical Center in Grand Junction, CO, is seeking a contractor to provide Winter & Summer Grounds Maintenance Services, including Grounds Housekeeping, with the intent of ensuring the grounds are Well-manicured, Clean and Safe throughout the areas identified in this PWS, contributing to a Safe, Visual and Aesthetic Appeal, for all VA Medical Center visitors and staff. Services are to ensure cost effectiveness and service efficiency and in support of the VA Mission. The Contractor shall furnish all contract oversight, management, Technically Trained personnel, uniforms, equipment, tools, materials, supplies, chemicals, licenses, storage, insurances and transportations necessary to provide commercial Winter & Summer Grounds Maintenance Services for GRJVHCS, in accordance with this PWS. For a contract of this size, scope and complexity, the successful Contractor must perform in a professional manner as recognized by commercial industry standards as good to excellent. This is a non-personal services contract. The Contractor, its employees, agents and subcontractors shall not be considered VA employees for any purpose of fulfilling the PWS and shall be considered employees of the Contractor. This contract will operate as a performance-based acquisition, aligned with FAR Part 36.7, and on the premise that the successful contractor can be trusted as a Professional Provider of COTS Services to perform satisfactorily and beyond. The procurement procedure for this requirement shall be a 100% Service Disabled Veteran Owned Small Business (SDVOSB) set-aside, and conducted using FAR Part 13 Simplified Acquisition Procedures (SAP) in accordance with FAR Part 13.5 Simplified Procedures for Certain Commercial Items, as these services are considered a commercial service. The solicitation will be available in the coming days. Solicitation, amendments and other miscellaneous documents shall be posted on FedBizOpps (http://www.fbo.gov). The solicitation includes instructions to offerors, such as self-guided site visits, contact details of the solicitation POC, offeror requirements, what to submit, technical questions and more. Each contractor shall be responsible for reviewing this website for amendments, updates, or changes to current information.
