Description
The U.S. Fish and Wildlife Service (USFWS), Contracting and General Services in Falls Church, VA intends to award to Michigan State University, 426 Auditorium Road Rm 2, East Lansing, MI 48824 to provide qualitative and quantitative analysis of evidence from wildlife investigations to the service. The U.S. Fish and Wildlife Service Office of Law Enforcement, National Fish and Wildlife Forensics Lab (NFWFL) seeks lab analyses to help determine the cause of death for protected species through the qualitative and quantitative chemical analyses of evidence items submitted from Law Enforcement investigations. This is a follow-on to a previous requirement. The NFWFL requires the services be performed at the Michigan State University Diagnostic Center for Population and Animal Health Laboratory (MSU). MSU is a veterinary laboratory accredited through the American Association of Veterinary Laboratory Diagnosticians Accrediting Committee, which is a requirement of the NFWFL to meet accreditation guidelines for presentation of results in courts of law. The NFWFL also requires that the lab is able to correctly handle evidence items from Law Enforcement investigations following chain of custody requirements, provide analytical reports that meet scrutiny in court of law, and it is also essential that the evidence for each case is analyzed within the same lab in order to maintain consistency and mitigate defense attorney concerns in court. MSU meets all of these requirements. The proposed contract is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b). All responsible sources may identify their interest and capability for this requirement by responding to this announcement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
