- Statement of Work This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement is being issued as a request for quotation (RFQ) and constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-95. This combined synopsis/solicitation is set-aside 100% for small business. North American Industrial Classification Standard 332321 applies to this solicitation; business size standard is 750EMP. The Contracting Officer reserves the right to award under a different NAICS if the company would qualify as a small business under the solicited NAICS. The following is needed: This project involves the work as described herein to be accomplished at the above location, with all labor, equipment, supplies and materials to be provided by the contractor. All work shall be accomplished under environmental conditions appropriate to the nature of the project. Work will comply with all local, state, and federal regulations; to include NEC, EPA, OSHA, Minnesota State Building Codes, as well as USAF and Air National Guard regulations. The successful bidder may be required to furnish proof of liability insurance and workers compensation insurance coverage before the contract will be signed by the ANG. Work shall include but not necessarily limited to: Provide materials and installation of overhead doors, operators and required hardware & trim in buildings 641 and 680 at the Minnesota Air National Guard. a) REMOVE AND INSTALL: 1. Bldg. 641 - AES Squadron: Replace (x1) one commercial grade overhead door, seals, and trim. A polyurethane steel insulated ribbed panel garage door, w/ (6x) six 24" panels, and three 12" wide double pane windows. (Approx. dimension: w 12'-2" x h 12'-0") to match existing. Must meet ANSI/DASMA102- 1996, uniform pressure (velocity pressure) of 20 lbf/sq. ft. with W-1 Wind Code Rating. Field verify all information prior to ordering new door. i. Minimum ½ HP single phase shaft driven industrial door operator, with wired continuous hold to close. (Lift Master T501L5 or approved equal) ii. Required hardware to install overhead door and operator supplied by vendor to included; but not limited to: 1. New torsion cable. 2. Anchor brackets; commercial grade. 3. Duplex lift torsion 100K cycle springs. 4. Commercial hinges, 3" rollers and track. 5. Components shall have a brown powder coat exterior with a white interior finish. 6. Exterior seals and trim. (Color to match door.)   2. Bldg. 680 - North Hangar: Replace (x1) one commercial grade overhead door, seals, headers/bucks and trim. i. A polyurethane steel insulated ribbed panel garage door (Approx. dimension: w 11'-4" x h 16'-0"). Must meet ANSI/DASMA102- 1996, uniform pressure (velocity pressure) of 20 lbf/sq. ft. wind load rating with W-1 Wind Code Rating and double end stiles. Field verify all information prior to ordering new door. ii. Required hardware to install door operator supplied by vendor to included, but not limited to: 1. New 5/32" torsion cable. 2. Anchor brackets; (x2) 6", commercial grade. 3. Commercial 11 gauge hinges, 3" rollers. (Existing track to be reused.) 4. Components shall have a brown, powder coat finish. (Match existing color and finish.) 5. Exterior seals and trim. (Color to match door.) 6. 100K cycle springs b) Low voltage wiring, 12/24 volt (labor and materials) will be the responsibility of the contractor. c) Electrical connections will be run to the nearest junction box. Owner is responsible for final power tie-in after final inspection. d) Any costs involved with lifting or hoisting (man, materials or equipment) will be the responsibility of the contractor. e) Demolition material is to be hauled offsite by contractor and disposed of according to State of Minnesota and Federal laws. Disposal site and quantity (tonnage) will be provided to the 133rd Base Environmental Office prior to final walkthrough. f) Contractor required to field verify all measurements prior to installation SITE VISIT Offerors or quoters are urged to attend this pre-proposal conference/site visit if available. The date of the scheduled site visit will be Wednesday, September 20, 2017 at 09:00 AM. Contractors should report to building 680, to meet with Contracting, Civil Engineering, and Maintenance Group staff. Please bring something to write with so you can write down any questions you may have. You are requested to submit all of your questions in writing within 2 days of the pre-proposal conference/site visit. Not attending the site visit will not be grounds for claims after award is made. Multiple solutions are encouraged. Innovative solutions are encouraged and will be evaluated in accordance with the intent of this requirement. Standing quotes may be considered as responsive if in the best interest of the government. Quotes may be comparatively evaluated in compliance with FAR 13.106-2 (b) (3). Response is encouraged to include past performance information: other military, commercial, and civilian companies with whom you have done business. Include country of manufacture for all items. (End of provision) 52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Best Value, Technical and Past Performance are approximately the same. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
