- Solicitation Intro The Naval Surface Warfare Center Carderock Division (NSWCCD) has a requirement for CRS Membership Dues. The products provided by Stichting Maritiem Research Instituut Nederland will be for CRS Membership Dues. The NAICS code is 813920 and the business size is 15 (millions of dollars). The proposed purchase order is being synopsized on a sole-source basis to Stichting Maritiem Research Instituut Nederland. The proposed action is for CRS Membership Dues, for which the Government intends to synopsize and negotiate with only one source pursuant to FAR 6.302-1(a)(2)(ii). The basis for restricting competition is for the following reasons: Stichting Maritiem Research Instituut Nederland is the only vendor that provides this CRS Membership, which allows NSWCCD to have access to CRS reports. CRS is a multi-national organization, dedicated to performing research and development of design tools in the areas of ship hydrodynamics and structural design. Each member of CRS contributes annual dues to have access to CRS reports and therefore only Stichting Maritiem Research Instituut Nederland can provide the CRS Membership. The NSWCCD intends to award a firm fixed-price purchase order to Stichting Maritiem Research Instituut Nederland using Simplified Acquisition Procedures. Interested parties may identify their interest to this requirement by submitting a capabilities statement no later than 27 September 2017. This notice of intent is NOT a request for competitive proposals. However, all responses received by 9/27/2017, will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
