- The purpose of this amendment is to correct the SIR renouncement to clarify the FAA is seeking questions and/or feedback not a proposal at this time. In addition, the past performance questionnaire is being corrected to remove conflicting due dates. ANNOUNCEMENT The purpose of this announcement is to provide industry the Draft Screening Information Request (SIR) and solicit feedback in anticipation of the Government releasing a final SIR for the Federal Aviation Administration (FAA) 2018-2023 Intern Program. The FAA s Intern Program will enable college students to supplement their academic coursework with study-related work experiences in Aviation and Aerospace facilities nationwide where FAA programs have cooperative agreements or memoranda of understanding. Students will be placed in a variety of career fields including but not limited to: aviation research, flight standards and operations, computer science, engineering (aerospace, computer, civil, electronics, electrical, and mechanical), finance, business, legal, and other aviation and transportation studies. Students skills, knowledge, and abilities will be matched with their career interests. The FAA will provide students with career related work experiences based on their requests and those of the Lines of Business (LOB) in the FAA Headquarters, Regional Offices, and/or enters. The Contracting Officer s Representative (COR) will coordinate the LOB requests to develop position descriptions for student assignments to ensure that work assignments are productive and meaningful to both students and the LOB. The FAA envisions up to two awards under this contract. The first award is planned to be limited to an eligible 8(a) certified business and be focused on providing intern candidates from Historically Black Colleges and Universities (HBCU), Hispanic Serving Institutions (HSI), Asian American and Pacific Islanders (AAPI), Native American & Alaskan Native (NAAN) Tribal Colleges and Universities (TCU) and Students with Disabilities (SWD). The second award is planned to be a full and open competition and be focused on providing intern candidates from multiple sources. Required efforts to be provided by the awardees under these planned contracts include: recruitment, processing and evaluation of applications, referral, coordination, tracking/data, intern orientation, intern training & enrichment support, intern performance evaluation and personnel administration. Additional details are contained in the provided Statement of Work. The FAA Intern program is open to all qualified applicants but is designed to provide qualified women, persons with disabilities, and members of diverse groups with opportunities in FAA career fields where these groups have been under-represented. The FAA has identified North American Industry Classification Systems (NAICS) codes 541611, Administrative Management and General Management Consulting Services, 611710 Educational Support Services and 541618 Other Management Consulting Services as potentially applicable to this acquisition. The final code will be included in the final solicitation. PERIOD OF PERFORMANCE The Period of Performance will include a one (1) year Base Period and four (4) one-year Options for a potential of five (5) years. SUBMISSION REQUIREMENTS AND INSTRUCTIONS The FAA seeks industry comments on the attached Draft SIR. Interested parties ( respondents ) are encouraged to comment and/or identify elements of the solicitation that seem unclear or in their opinion require editing. The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited. This announcement is a request for comments only. The FAA does not guarantee that procurement will occur, nor is this release a commitment by the FAA to enter into a contract with any respondent. After review of the responses, the FAA Contracting Office may seek additional information. The Government will not provide individual responses to comments, concerns, or clarification requests submitted by respondents. Unless determined to be beneficial to all potential Offerors, the Government does not intend to publish any of the comments, concerns and/or clarifications received in response to the draft SIR; if for some reason the Government does decide to publish these, organization or company names will not be associated with individual comments. Responses containing proprietary information, although not prohibited, are discouraged. If a response contains proprietary information, the respondent must so indicate prominently on the response and clearly mark all such information. All questions and/or feedback to the draft SIR must be submitted to Andrea Roman Anderson, Contracting Officer via email to Andrea.Roman.Anderson@faa.gov, no later than October 2, 2017, 2PM EST. Electronic submissions should be in either Microsoft Word (Arial font, size 12), Microsoft Excel, or pdf, as applicable. Also, please note that the FAA e-mail server restricts file size to 10 MB, therefore, responses may have to be submitted in more than one e-mail in order to be received. Submission must include company point(s) of contact, telephone number(s), email address(es), fax number(s), and mailing address.
