Description
Atch 2 Draft Concept Drawings Atch 1 Draft PWS REVISED PRE-SOLICITATION NOTICE The Army Contracting Command, APG Division E, Tobyhanna Branch, Tobyhanna, PA 18466, intends to solicit and award a firm fixed-price supply contract for comprehensive workbench systems with rolling cabinets and extender benches, which allows the base bench to be customized through add-ons, reconfigured and/or expanded with additional components when required. This is 100% small business set-aside under NAICS Code 337127. This notice of intent is not a request for competitive proposals. Solicitation will be in accordance with FAR Part 12, Acquisition of Commercial Items and FAR Part 13.5, "Simplified Procedures for Certain Commercial Items" and therefore will utilize simplified procedures for soliciting competition, evaluation, award documentation and notification that comply with FAR 13.1. Requirement is for a supply contract to provide a workbench that is part of a comprehensive workbench system that allows the base bench to be customized through add-ons, reconfigured and/or expanded with additional components when required. The contractor shall provide all labor, supervision, materials and equipment, (including material movement equipment), and installation necessary to execute these requirements. Initial quantities of approximately 250 workbench systems, 250 standard tool cabinets, 120 each rolling tool cabinets and 60 each extender benches are required immediately. Option quantities for the workbench systems (100 each) and standard tool cabinets (100 each), rolling tool cabinets (20 each) and extender benches (20 each) will be incorporated for any future requirements. Evaluation and award will based on the Lowest Price Technically Acceptable (LPTA) offer meeting or exceeding the acceptability standards for non-cost factors, i.e. Technical and Acceptable Past Performance. The following draft documents are attached and may be updated, revised or changed throughout the Solicitation period. The Government is not responsible for any costs incurred for contractor's time or materials expended in preparing information/response to this Pre-Solicitation Notice and any subsequent Solicitation. Draft Performance Work Statement (PWS) (Atch 1) Draft Concept Drawings (Atch 2) Pre-Production Audit/Review (First Article Testing (FAT)) is required. See PWS (Atch 1) for specifics. The Government is not responsible for any costs incurred for contractor's time or materials expended in preparing/manufacturing/shipping FAT. After award, the contractor will provide one (1) full size, fully functional workbench as a pre-production model for First Article Testing (FAT) review and approval prior to production. The FAT must be provided within 30 days after contract award. All items shall be examined and tested prior to proceeding with the full production run. After FAT approval, subsequent deliveries, broken down into four phases, are required to begin within 30 days. Final delivery and installation for all workbench systems must be completed within 93 days after FAT approval. Early and partial deliveries are authorized at no additional cost and must be coordinated with the Contracting Officer Representative at least ten (10) days prior to the delivery of any items. This will be a brand name or equal requirement. All equal brands proposed will require a part drawing and specification sheet with proposal for pre-award technical evaluation as well as Point of Contact information. As part of their Technical submittals, prospective contractors shall be required to provide evidence of their firm's capability to meet the delivery timelines, as stated above & in the attached PWS (Atch 1), in addition to the Cost/Price and Past Performance Factors in order to be considered for award. Offerors' proposals will be evaluated based on the government's ability to operate, maintain, and competitively reprocure the proposed deliverables using third parties. There will be no Government Furnished Property/Equipment provided for this requirement. All workbench systems shall be comprised of new and un-used material, free of material or workmanship defect upon acceptance. Warranty. Workbenches shall remain free from defects in materials and workmanship for a minimum of 10 years (as the original purchaser (the Government) retains ownership/use). Workbenches, risers, shelves, and other components must not warp, bend or break when used under normal conditions, for their intended purposes, and within specified maximum weights. Electrical components shall be warranted for a period of 5 years from acceptance by the Government Delivery shall be FOB Destination to Tobyhanna Army Depot, Tobyhanna, PA 18466. Any company believing they have the capability to provide the required workbench system should submit their Capability Statement to the Contract Specialist identified below within ten (10) calendar days of this notice. Please limit your response to no more than two (2) pages. Please provide information/comments by closing date of this Pre-Solicitation Notice, 9/25/17.
