- Attachment IV - Davis Bacon Wage Determinations Peach County Attachment III - Construction RFQ Provisions Attachment II - General Conditions Attachment I - Statement of Work Request for Quote- AG-32SC-RFQ-17-NL22 The USDA-ARS facilities in Byron, GA require an Emergency Backup Generator. The requirement is to provide the USDA, Fruit & Tree Nut Research Lab, at 21 Dunbar Rd, Byron, GA 31008 Generator serving the Chiller at Bldg. 1. Contractor to install emergency backup generator, automatic transfer switch with double walled fuel tank. Due to the nature of the facility, a backup generator is necessary to maintain viability of research samples in the event of extended power outages. In accordance with FAR 18.202 (b) this procurement is being conducted as a simplified acquisition due to damage sustained during Hurricane Irma and the emergency status declared for the location and the surrounding area. In accordance with FAR 26.202 there is a local area preference due to the urgency of the need for a generator at the location due to damage sustained as the result of Hurricane Irma. In accordance with FAR 6.302-2 and 41 U.S.C. 3304(a)(2), Unusual and Compelling Urgency adds to the limited time that the Government has to obtain a contract to remedy this urgent need. In the attachments you will find the relevant RFQ documents including: SF-1442 Attachment I - Statement of Work Attachment II - General Conditions Attachment III - Construction RFQ Provisions Attachment IV - Davis Bacon Wage Determinations Peach County All questions regarding this RFQ must be submitted in writing to the Contracting Officer, Nick Langley, via email to Nick.Langley@ars.usda.gov. Questions must be submitted no later than 3:00 PM Eastern Time on September 20, 2017. Answers to all questions received by that time will be posted as an amendment to the RFQ. No questions will be answered after this date unless determined to be in the best interest of the Government as deemed by the Contracting Officer. Telephone requests for information will not be accepted or returned. Biobased Products: This procurement requires the use of Biobased products to the extent that such products are reasonably available, meet agency or relevant industry performance standards, and are reasonably priced. The products should first be acquired from the USDA designated product categories. All supplies and materials shall be of a type and quantity that conform to applicable Federal specifications and standards, and to the extent feasible and reasonable, include the exclusive use of biobased and recycled products. The due date of responses to the RFQ WILL NOT be extended, the Government is on a shortened time-frame for procuring this contract and does not have the flexibilty of extending the response date.
