- 1300N00391IDIQ18 FLC Phila Control No. 2017-0923. The NAVSUP Fleet Logistics Center Norfolk, Philadelphia Contracting Office intends to acquire Lenel Services. The anticipated Indefinite Delivery and Indefinite Quantity (IDIQ) contract will comprise of one Base year from date of award with two (2) Options years. This procurement is a brand name mandatory acquisition with Lenel of Pittsford, New York, 14534. Lenel is the original software developer and the only known source in the general vicinity certified to provide these Lenel services is the M3T Corporation of Mechanicsburg, PA. The services for this requirement are considered to be compliant with Section 508 of the Rehabilitation Act of 1973 (29 U.S.C. 794d), and the Architectural and Transportation Barriers Compliance Board Electronic and Information Technology (EIT) Accessibility Standards (36 CFR Part 1194). The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, all proposals received within two days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A firm fixed price contract will be awarded as a result of this notice. This requirement is in support of the Naval Supply Weapon Systems Support, Philadelphia, PA. This requirement is processed under FAR Part 13, Simplified Acquisition Procedures. Commercial type clauses in FAR Part 12 will be included in the RFQ, and a shorter solicitation period will be implemented per FAR 5.203(c). Central Contractor Registration is required for all vendors doing business with DOD and can be obtained at www.SAM.gov.
