- RE: Notice of Intent for the Government to Issue a Sole Source Award Contract to CTL-SystemWare to provide a Brand Name CTL-SystemWare Defense Analysis Receiving Technology (DART) System. The Department of Defense (DoD), Washington Headquarters Services, Acquisition Directorate, (WHS/AD) intends to award a sole source contract under the statutory authority permitting Other Than Full and Open Competition, the Test Program for Commercial Items (Section 4202 "Application of Simplified Procedures to Certain Commercial Items" of the Clinger-Cohen Act of 1996), as implemented in Federal Acquisition Regulation, FAR 13.501 "Special Documentation Requirements." WHS/AD intends to issue a contract to CTL-SystemWare, 800 Calle Plano, Camarillo, CA 93012 in an effort entitled PFPA CTL-SystemWare Defense Analysis Receiving Technology (DART) System. The anticipated award date, for the contract to CTL-SystemWare, is September 21th, 2017. The Government anticipates a firm-fixed price contract. This notice of intent is NOT a request for proposals or quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. Interested parties may identify their interest and capability by responding to this requirement via email in Microsoft Word format with a file size less than 5MB to Kealon D. Please contact Kealon Wallace for instructions regarding file sizes over 5MB. All information submitted should support the offeror's capability to provide the items required, and shall be furnished at no cost or obligation to the Government. Responses must be in writing and must provide clear and concise documentation indicating an offeror's bona fide capability to provide these services. Verbal responses are not acceptable and will not be considered. The Government reserves the right to cancel the Sole Source Award. The primary North American Industry Classification System (NAICS) code is 541990- All Other Professional, Scientific, and Technical Services, Small Business Size Standard $15,000,000 annual sales.
