- Wage Determination Statement of Work dated 20 September 2017 RFQ for security Escort Combined Synopsis / Solicitation PR # F4D3D97186AG01 Security Escorts Bldg 7025 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued. This combined synopsis/solicitation is issued as a request for quote (RFQ) PR# F4D3D97186AG01. Submit written offers IAW CLIN structure outlined in announcement and the quote template sheet provided. Oral offers will not be accepted. All firms or individuals responding must be registered with the System for Award Management (SAM) (https://www.sam.gov). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-89 and DFARS DPN 20160830. The North American Industrial Classification Standard (NAICS) 561612 and Size Standard of $20,500,000.00 apply to this procurement. This is a 100% small business set-aside and is a Lowest Price Technically Acceptable (LPTA) solicitation. Purchase Request #: F4D3D97186AG01 Project Title: Security Escorts, Bldg 7025, VAFB 1.) Quotes should conform to the CLIN structure as established in the RFQ Template. 2.) Form DD254 must be returned with quote with Block 6 completely filled out. This information will be used to verify an active facility clearance. 2.) This award will be a fixed-price labor-hours contract. All management, G&A, and supporting costs must be reflected in the hourly rate provided on the RFQ Template. Awardee will not be able to invoice any additional hours than those reflected in the construction schedule where guard duty is required. 3.) Quotes shall be valid through 30 September 2017. 4.) Please see attached documents for detailed description of requirements. a. Attachment 1: Statement of Work dtd 20 Sep 2017 b. Attachment 2: SCA Wage Determination c. Attachment 3: RFQ Template (required for submission of quote) 5.) All questions or comments must be provided to the Contract Specialist (CS) in writing via email NLT 23 Sep 2017. Answers will be posted NLT 23 Sep 2017. Telephone and other means of oral communication will not be permitted. 6. The contract will be Labor-Hour Contract with two CLINs to be invoiced on a bi-weekly basis.
