- Combined Synopsis Solicitation Circuit Procurement SOO Dedicated Circuit Procurement Wage Determination The contractor shall or provide a cross-connection into an existing undersea fiber currently in service between the US Army Garrison Kwajalein Atoll and the cable Landing Station in Piti, Guam. The fiber cross-connections will require three (3) segment connections. Tasks to be performed are the cross-connection (fiber) installation, annual technical customer support (Guam) and services. See attached SOO, dated 12 Sept 17, for more details of the requirement.
