CAPABILITY STATEMENTS ARE DUE 10/06/2017, 5:00 PM EASTERN Emailed to: carey.kauzlarich@va.gov SOURCES SOUGHT Veterans Affairs Acquisition Academy Supply Chain Management School Certification Program 1.0 Description The Veterans Affairs Acquisition Academy (VAAA) in support of the Supply Chain Management School (SCMS) is seeking an interested Academic partner (Contractor) with capabilities to provide a certified Supply Chain/Logistics training course opportunities with industry best practices to enhance and support the SCMS program. The SCMS Program is designed to empower participants to make an immediate, yet enduring impact in the organizations in which they serve, and for the Department of Veterans Affairs (VA) as a whole. 2.0 Background On February 17, 2011, the Veterans Affairs Supply Chain Management (VASCM) Transformation Initiative was established to recognize supply chain and logistics management as an integrated enterprise operation throughout the Department of Veterans Affairs (VA) to ensure quality service for all Veterans. As part of this initiative, VA is developing a Supply Chain Management School (SCMS) within the Veterans Affairs Acquisition Academy (VAAA) that will provide a comprehensive, competency-based training program. The VAAA SCMS s vision is to create an innovative and leading edge academic environment that is the supply chain school of choice for the federal government. The SCMS understands that for the school to be successful, it has to meet or exceed all training requirements for more than 6,200 VA logisticians and other government agencies. The curriculum offered by the SCMS will strengthen the knowledge, skills, and abilities of the supply chain workforce to implement a more standardized, cost-effective, and streamlined federal supply chain. The purpose of this SS is to obtain information regarding potential partners in academia to establish a Supply Chain certification program in the SCMS. The Academic partner (Contractor) will provide certified training, to VA Supply Chain students. Prospective Academic partner (Contractor) may refer to VA s SCMS Competency Model for additional information on the courses and subject matter relevant to the VA logistical workforce. (See the SCMS website link: https://www.acquisitionacademy.va.gov/schools/scm/index.asp) The primary place of performance shall be: Department of Veteran Affairs VA Acquisition Academy 7485 New Horizon Way Frederick, MD 21703 3.0 Requested Information 3.1 Scope Specifically, the purpose of this sources sought notice is to find an academic partner (Contractor) who can provide a certification in supply chain management and/or Logistics to Veteran Affairs Supply Chain Level I, II, and III Professionals. Anticipate each VA Professional Level I-III will complete no more than 3-4 academic partner courses to obtain certification. Instructor Lead classroom courses shall be delivered at the government facility. Instructor Led training at academic partner locations will be considered pending government review and approval. Distance Base Instructor Led (DBILT) and Web Based (WBT) training may be delivered from Academic partner (contractor) location pending government approval. Mode of instruction will be synchronous or asynchronous pending government approval. Academic partner (contractor) will provide the course material and delivery methods for the instructors to use when conducting the courses. 3.2 Course Topics Supply Chain Management/Logistics specific one to five day courses will lead to a designated Professional Level / Program certification. An example of desired course topics include the following: Achieving Supply Chain Transformation, Building a Sustainable Supply Chain, Value Chain Innovation, Aligning Supply Chain Organizations, Developing Strategic, Supply Chain Leaders, Essentials of Supply Chain Management, Processes & Tools for Supply Chain Success, Fulfillment Operations Management, Introduction to Supply Chain Analytics, Forecasting & Inventory Management, Transportation Operations & Sourcing, Strategic Procurement & Purchasing, best practices and methodologies. Value Chain Innovation: Apply Lean Management principles to address supply chain challenges, increase efficiency, and eliminate waste. Aligning Supply Chain Organizations: Learn how to safeguard that supply chain strategies and processes align with organizational priorities. Developing Strategic Supply Chain Leaders: Learn how to align supply chains with organizational strategy and create competitive advantage for your organization reduced costs. Essentials of Supply Chain Management: Determine how to integrate functions through shared objectives, develop common performance metrics, improve customer satisfaction, maximize capital turnover and enhance alliances and partnerships Processes & Tools for Supply Chain Success: Using the SCOR ® (Supply-Chain Operations Reference) Model, learn tools, techniques and approaches to define, analyze, and implement improvements for each major function and process area. Fulfillment Operations Management: Learn processes and best practices to integrate core operations and highlight effective strategies to impact fulfillment management Introduction to Supply Chain Analytics: Determine methods to interpret critical data and apply the information to improve performance and achieve organizational goals. Forecasting & Inventory Management: Learn the impact of inflated inventory levels, diagnose process constraints, and leverage techniques to improve performance through accurate forecasts and inventory levels. Transportation Operations & Sourcing: Determine the options that fit your organization, analyze freight need. Strategic Procurement & Purchasing: Learn how to develop strategies and understand key issues in supplier negotiations impacted by economic and regulatory issues. 3.2 Course Delivery During the base year, the estimated number of 1-5 day courses taught will not exceed one hundred (100) per year. The contractor will be required to teach a maximum of twelve (12-15) unique courses. The academic partner (Contractor) shall have the capability to deliver (Instructor Led Training (ILT) courses at the VAAA local facility in Frederick, MD and academic partner (contractor) location. All Distance Based Instructor Led Training (DBILT) and Web Based Training (WBT) courses may be delivered at the Academic partner (contractor) location. 3.4 Course Materials The academic partner (contractor) would be required to provide the training manuals and all necessary material for classroom instruction for all students. Academic partner (contractor) will provide the course material and delivery methods for the instructors to use when conducting the courses. Academic partners will also be responsible for providing certificates upon completion of training. 3.5 Learning Environment The academic partner (contractor) shall create a learning environment conducive to classroom instruction to maximize student learning, knowledge retention, and feedback to ensure the Veteran Affairs workforce is prepared and capable of job/mission accomplishment. The assigned instructor shall record attendance daily, teach assigned material, oversee examinations, evaluate/grade examinations, review examination results with students, and ensure students absorb and can apply lessons learned and class material can be applied to the student s job duties. 4.0 Responses Interested parties are invited to respond to this source sought notice by submitting a capability statement of no more than five (5) pages, and no smaller than 11 point Times New Roman or Arial font. The capability statement should demonstrate the interested parties capability, qualifications, and past experiences in meeting the work requirements identified within (Scope). The Government will review the capability statement to determine if the interested contractor is capable of satisfying the requirements based on its existing capabilities, qualifications and past experiences. 5.0 Disclaimer This is not a solicitation announcement. This is a sources sought synopsis only. The purpose of this is to gain knowledge of potential qualified sources and their size relative to the NAICS 611430, Size Standard: $11 million in average annual receipts. Preference will be given to Service Disabled Veteran Owned Small Business and Veteran Owned Small Business. Responses will be used by the Government to make appropriate acquisition decisions. This sources sought notice is issued solely for information and planning purposes only and does not constitute a solicitation. All information received in response to this Notice that is marked as proprietary will be handled accordingly. In accordance with the Federal Acquisition Regulation, responses to this notice are not offers and cannot be accepted by the Government to form a binding contract.
