- Specification update This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number AG-32SC-17-880408 is issued as a request for quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-83. This solicitation will be a 100% Total Small Business Set-Aside. The associated NAICS code is 339113 (Surgical Appliance and Supplies Manufacturing), with a small business size standard of 500 employees. This acquisition is for brand name or equal of the following item as identified in the Contract Line Item Number (CLIN): 0001) Primus Steam Sterilizer (Autoclave) Specifications: With the following minimum specifications: The following are the necessary characteristics that must be included in the new autoclave purchase (Brand Name Primus PSS5-A Steam Sterilizer). • Internal Chamber Dimensions: 20 x 20 x 38 • The instrument and its associated parts must be able to fit through standard doorways and hallways during assembly. • Instrument Must Include: o Microcomputer control and printer with standard vacuum, gravity, liquid and test cycles o Additional chamber shelf o Extendable bottom shelf o Smooth interior chamber that helps maintain the instrument's sterility and longevity o It must be able to generate its own steam, because incoming steam lines to the APU are not reliable o An air gasket system for locking the autoclave door to prolong the life of the door gasket o A water filtration system (such as a reverse osmosis system) to filter the tap water before it goes into the instrument. o Manual low-water cut off and reset option o Costs associated with uncrating the instrument, instillation, and user-training o A minimum 1-year warranty o Preventative maintenance done quarterly. Delivery must be inside to the following address: ATTN: Dr. Ar'Quette Grant Animal Biosciences and Biotechnology Laboratory 10300 Baltimore Avenue BARC-East, BLDG 200, RM 217 Beltsville, MD 20705 Additionally, delivery costs to the above location must be annotated in proposal. The Government anticipates award of a Firm Fixed Price contract. Delivery will be within 60 days of award, quoted price should include delivery costs and units. Each offer must show a breakdown of prices for all aspects of the equipment, provide descriptive literature or information showing that the offered Sterilizer meets all specifications. Vendors responding to this announcement shall submit their quote in accordance with FAR 52.212-1. Submission of quote shall include the following: (1) Technical Specifications and (2) Price (to include shipping). Electronic submissions are preferred. Please email all quotes to lynn.hults@ars.usda.gov. NO LATE QUOTES WILL BE ACCEPTED. The basis for award is Lowest Price Technically Acceptable. "LPTA" means the expected outcome of the acquisition that result from selection of the technically acceptable proposal with the lowest evaluated price. Pursuant to FAR 52.212-2, the criteria for evaluation are: (1) Technical Specifications, (2) Price (to include shipping), and must also have satisfactory Past Performance. What does "steam/water filtration system" mean? This means that the item must be able to produce its own steam. Is the sterilizer going to be recessed in the wall, or free standing? This item will be free standing. Are there any unique delivery requirements when bringing the sterilizer into the building? No the item is to be delivered inside. The location representatives have verified that the item should have no issues transitioning through the facility. Contact information will be provided on the Purchase Order for whomever receives it. Specifications have been updated and Synopysis/Solicitation reposted.
