Description
The Naval Medical Center Camp LeJeune, NC has the following requirement for the Berchtold - Operon (R) D850 Surgical Table to provide a slide top surgical table that supports a low height of 22.6 inches, a 1,000 pound weight capacity and current surgical table attachments used to improve surgical access to the patient. Item: Operon (R) - D850 Surgical Table Manufacturer Part Number: OT 1702075 National Stock Number (NSN): NA Quantity: 4 Each This action is being conducted under the Multiple Award Schedule Program. The authority waiving the competition requirement is FAR 8.405-6 (b)(1), DFARS 208.405-1, Order Placement - only one manufacturing source meets the capability of providing the supplies or services required under FAR 16.505(b)(2)(ii). The supplies or services ordered are highly specialized and unique to Berchtold (Stryker). The NMCCL Main Operating Room is replacing its current tables that do not meet the hospitals needs and are not compatible with current table attachments. The surgical table must have a carbon fiber tabletop to facilitate c-arm and x-ray imaging. In addition, the carbon fiber top will assist the hospital in meeting infection control standards. The imaging window underneath the table must be at least 18 inches in order to support oblique, AP and lateral c-arm imaging. Existing table attachments need to be compatible with the new surge1y tables. The hospital will realize a cost savings and will not need to purchase replacement table attachments. Minimum clinical performance requirements: • Slide top surgical table that supp01is 1,000 pounds when mticulated using a slide, trend, reverse trend, tilt, back or leg section. The weight capacity must not change when table is slid towards the head. • Reduces to a height of 22.6 inches. • Should have a 22.6 inch vertical range of travel at its lowest point and 46.4 inches at its highest point • Must have frame that permits space for radiology equipment • Universal rail allowing compatibility with bed attachments • Remote controlled with backup manual controls • Must have a I 00% carbon fiber table top • Must have an 18 inch imaging window beneath table. all necessary preventive maintenance and calibrations. Source considerations - Power source: line operation and internal battery - Voltage requirements: I10/120 V AC 60 Hz or 230 V AC 50 Hz. Biomeclical tech considerations: - Biomedical repair training to perform all necessary preventive maintenance and calibrations. - Staff in-service required as functions are different than current tables Certifications: - All certifications available from manufacturer upon request. These OR tables are used at multiple government/ military facilities around the world. DLA Medical, ECAT Division has already determined the price of the Berchtold Operon D-850 to be fair and reasonable based on current vendor catalog pricing and minimum Government discounts per an ECAT contract. Beacon Point Associates and any ECAT vendor carrying this product will be issued a Request for Quotation (RFQ) prior to the placement of the delivery order in an attempt to obtain better pricing than was previously negotiated. This acquisition represents the best value to the Government consistent with FAR 8.404(d) and will result in the lowest overall cost alternative to meet the Government's needs. Market research was conducted January 2016 by technical experts for Navy shipboard equipment procurements. Market research was completed by Surgical Supply Technicians at NMCCL from August 2016 to January 2017. Steris and Skytron OR tables were also researched by various google searches and were ruled out based on limited maneuverability and flexibility for imaging capabilities when compared to the Stryker-Berchtold unit. Berchtold Operator Manual for versions D860, D850, D830, D820, D770, and D760 was thoroughly examined for details. It was determined that this table is compatible with existing positioning attachments such as beach chair and stirrups, and will be able to meet the required needs of NMCCL. The Medical Master Catalog was utilized to determine that requested item is on ECAT. The procurement request for these beds was started over a year ago. In this time, Naval Medical Center Camp Lejeune has restored operations in all eight operating rooms and does not have any spare OR tables. A few of the current beds are non-functional, are undergoing repair and are unfit for a patient use. Only three working slidetop surgical tables are functional in eight operating rooms.
