- Amendment 001 This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. Naval Surface Warfare Center Carderock Division (NSWCCD) intends to award a firm fixed price (FFP) contract using Simplified Acquisition Procedures for Classified Inventory Control (CIC) support services. These services provide classified mail pick up, classified mail delivery, outgoing classified metered mail, incoming metered mail delivered to Building 42, manifesting electronic shipments, completion of all required Operational Navy (OPNAV) forms for document control and reporting of violations and shelving and inventory of material received by the CIC. These knowledge based services are classified under Product and Service Code (PSC) R604, Administrative - Mailing/Distribution, as this requirement will provide mail services and help desk support for the Security office that require knowledge of Department of Defense (DoD) regulations and NSWCCD security policies. This announcement constitutes the only solicitation and a written solicitation will not be issued. Quotes are being requested under Request for Quotation (RFQ) no. N00167-17-Q-0038. The NAICS code is 561210 and the business size standard is $38.5M. The provisions and clauses included and/or incorporated in this solicitation document are those in effect through the Federal Acquisition Circular FAC 2005-95 and the Defense Federal Acquisition Regulation Supplement (DFARS) DPN 20161222. SEE ATTACHED SOLICITATION FOR CLAUSES AND PROVISIONS. The Government will award a contract resulting from this solicitation to the responsible offeror whose quote, conforming to the solicitation, will be most advantageous to the Government, price and other factors considered. The Government intends to evaluate quotes received from eligible offerors on a lowest price technically acceptable (LPTA) basis. The Government intends to evaluate quotes and award a contract without discussions with offerors. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. Evaluation Factors 1. Price 2. Technical 3. Quote packages are due by 12:00 PM (EDT) 27 September 2017; late quotes will not be considered.
