Description
The acquisition has been prepared by the National Institute of Child Health and Development (NICHD), in support of the work of the National Institute of Diabetes, Digestive, and Kidney Disease (NIDDK) who intends to procure services of large volume supply of Liquid Nitrogen of 99.998% purity on a continuing basis to two nitrogen bulk tanks on the NIH campus in Bethesda, MD from Airgas USA LLC, 6990A Snowdrift Rd. Allentown, PA 18106. This notice of intent is not a request for competitive quotes. However, all responses received, before the closing date, of this announcement will be considered by the Government. It is critical that the lab never run out of the supply of nitrogen. If either tank runs empty, several million dollars' worth of equipment and specimen would be destroyed. The currently installed auto-sensing level indicator communicates with Airgas via wireless telemetry. This system is necessary due to the highly variable rates of gas usage in the building. Prior to its usage, the loss of resource for even a few hours resulted in the direct damage of experiments and equipment. A 6000-gallon and a 3,000-gallon tank provide minimum fill of 1,650 gallons total per delivery and an estimated 171,600 gallons per year with approximately 1 or 2 deliveries per week. Delivery schedule is 11pm-7am to prevent the truck from hindering other, smaller vehicle traffic including freight deliveries and express deliveries by other vendors. Due to the possibility that access by tankers could be restricted during heightened security, it is necessary for the vendor to have a smaller vehicle that can be dispatched for emergency deliveries if the larger tanker cannot access the campus or provide a solution to address the situation.
