- Notice of Intent: The USDA, ARS, SEA intends to award a sole source procurement to LemnaTec Corporation, 15 TW Alexander Drive, Durham, NC 27709, as they are the sole source for this type of image analysis and plant phenotype analysis system pursuant to the authority of 41 U.S.C. 253(c)(1) and FAR 6.302‐1, Only One Responsible Source and No Other Supplies or Services Will Satisfy agency Requirements. The award will be for a dedicated image analysis plant phenotyping system that will be completely compatible with an older existing system. System must be user friendly and must have an integrated computer with dedicated software that can still access older image analysis files and data. System must be capable of taking photographs and analyzing images of multi‐well microtiter plates of 6, 12, 24, and 96 well capacity. System must be able to analyze leaf discs and whole plant leaves as well as whole plants of varying sizes in pots and/or petri dishes. System must all be capable of analyzing coupons (microscope slide size) for bacterial adhesions. System must then analyze the images and measure all parameters such as dimensions, morphology, and colors denoting chlorosis and necrosis and healthy tissue, and bacterial adhesions on slides as depicted from staining. System must be able to depict results in raw data form as well as percentages of total designated areas of interest. System must be capable of storing all results to the system hard drive for later additional processing or reanalysis. Lighting system must be adjustable to accommodate varying samples of different sizes, shapes, and colors. System must be able to condense data into a CSV form for downloading into other software programs such as Excel and Sigmaplot. All raw images must be available and exportable for use in publications. The Government intends to award a firm fixed price Purchase Order on or about 09/26/2017, using Simplified Acquisition Procedures. This Notice of Intent is not considered a Request for Quotation (RFQ) nor is it a Request for Proposals (RFP). No solicitation document is available and telephone requests will not be honored. Interested persons may identify their interest and capability to respond to this requirement. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. The Government will consider all responses received by 11:00 AM central time, 09/25/2017. Information received will be considered solely for determining whether to conduct a competitive procurement.
