- 20 September 2017 UPDATE: The Government has been/will be confirming receipt (via email) of all proposal submissions received; prime offerors are encouraged to verify with any subcontractors that the subcontractors have received the Government's email confirmation for receipt of proposal. The Government highly encourages prime offerors and subcontractors to review Solicitation Sections L.3 and M.3.1 and Section J, Attachment 09 Compliance Matrix (W900KK-17-R-0014 through Amendment 0003). SOLICITATION AMENDMENT 0003 - 18 September 2017: Amendment 0003 to the HTASC Solicitation has been issued and is posted within the Attachments. As provided in the 14 September 2017 update, the Government has extended the proposal due date to Friday, 22 September 2017, 11:00AM EDT. For any proposals (prime or subcontractors) which have already been mailed/submitted to the Government, an updated proposal referencing Amendment 0003 does not need to be submitted (unless the offeror finds it necessary). The prime offeror is responsible for acknowledging Amendment 0003 with submission of a signed SF33 and SF30* (these can be sent separately via the HTASC email box usarmy.orlando.peo-stri.mbx.htasc@mail.mil or within the prime offeror's proposal submission). *NOTE: SF30 was erroneously not included in the Amendment 0003 description (block 14) but this is a requirement for submission. The Government will confirm receipt of any/all submissions. The Government will also provide final confirmation of receipt of the offeror's entire proposal (to inlcude subcontractors' proposals). 14 September 2017 UPDATE: The Government has extended the proposal due date to Friday, 22 September 2017, 11:00AM EDT. These changes will be formally documented in a third Amendment which the Government intends to post to FBO.gov upon our return to the office Monday, 18 September 2017. If you have emailed the HTASC mailbox with questions/comments and the email is not acknowledged by Monday, 18 September 2017, please send again or contact one of the Points of Contact listed below. SOLICITATION AMENDMENT 0002 - 08 September 2017: Amendment 0002 to the HTASC Solicitation has been issued and is posted within the Attachments (a track changes version [comparing Amendment 0002 to the Amendment 0001 version of the Solicitation] is also provided). Industry Questions (relating to Amendment 0001) and the Government's Answers (HTASC_Solicitation_Amend0001_QA) is also posted within the Attachments. As provided in the update yesterday, the Government has extended the proposal due date to Monday, 18 September 2017, 11:00AM EDT. We will continue to monitor Hurricane Irma and may make additional changes to proposal due date/time/procedures if deemed necessary next week (as of now, we're expected to return to the office Tuesday, 12 September 2017). Thank you and stay safe 07 September 2017 UPDATE: The Government has extended the proposal due date to Monday, 18 September 2017, 11:00AM EDT; the coordination requirement for hand delivery (listed in Section L.3.6 in W900KK-17-R-0014-0001) has been changed to one business day in advance (instead of two days). We will continue to monitor Hurricane Irma and may make additional changes to proposal due date/time/procedures if deemed necessary. These changes will be formally documented in a second Amendment (to include a few additional administrative changes) which will be posted to FBO.gov tomorrow, 08 September 2017. An additional, brief Q&A document will also be posted tomorrow. CORRECTION - 31 August 2017: The draft version of the SF33 was inadvertently uploaded within the "HTASC_Solicitation_Amend0001_CONFORMED" document. Attached is the correct, final SF33 associated with Amendment 0001 which removed the draft watermark - no other changes have been made. SOLICITATION AMENDMENT 0001 - 29 August 2017: Amendment 0001 to the HTASC Solicitation has been issued and is posted within the Attachments (a track changes version [comparing Amendment 0001 to the original Solicitation] is also provided). Industry Questions (relating to the original solicitation) and the Government's Answers (HTASC_Solicitation_QA) is also posted within the Attachments. PROPOSAL DUE DATE HAS CHANGED TO: FRIDAY, 15 SEPTEMBER 2017, 11:00AM EDT. REMINDER: All communication between offerors and the Government pertaining to this solicitation and its attachments shall be submitted via e-mail to usarmy.orlando.peo-stri.mbx.htasc@mail.mil in order to be considered. Questions/comments relating to this solicitation amendment are DUE via e-mail ( usarmy.orlando.peo-stri.mbx.htasc@mail.mil ) no later than WEDNESDAY, 06 SEPTEMBER 2017, 11:00AM EDT. Responses to questions/comments will not be posted to FBO.gov (unless deemed necessary by the Contracting Officer) but if a subsequent solicitation amendment is required, the amendment will be posted no later than Friday, 08 September 2017. SOLICITATION - 08 August 2017: This notice serves as the official/final HTASC Solicitation/Request for Proposal. IAW Section L.2 and L.3 of the Solicitation: All communication between offerors and the Government pertaining to this solicitation and its attachments shall be sumitted via e-mail to usarmy.orlando.peo-stri.mbx.htasc@mail.mil in order to be considered. Questions/comments relating to this solicitation are DUE via e-mail ( usarmy.orlando.peo-stri.mbx.htasc@mail.mil ) no later than WEDNESDAY, 23 AUGUST 2017, 7:00AM EDT. PROPOSAL DUE DATE: PROPOSALS ARE DUE NO LATER THAN MONDAY, 11 SEPTEMBER 2017, 11:00AM EDT. *** ORIGINAL PRE-SOLICITATION NOTICE - 18 July 2017: In accordance with FAR 5.204, this notice serves as the Government's Pre-Solicitation Notice for the HTASC acquisition: the Government intends to release the Final Solicitation within the next 20-30 calendar days.
