- W911S8-17-T-0020 Product Specifications W911S8-17-T-0020 Combined Synopsis/ Solicitation Purchase of Military Stewardship Multimedia Financial Training This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 05-95 (13 Jan 2017). The solicitation number for this requirement is W911S8-17-T-0020. This requirement is for FULL AND OPEN COMPETITION. The applicable North American Industry Classification System (NAICS) Code is 611710 - Education Support Services, which has a size standard of $15,000,000.00. The Government contemplates to award a single Firm-Fixed Price (FFP) purchase order. This procurement is being conducted using the Simplified Acquisition Procedures authorized in FAR Part 13. Proposals shall be evaluated using the Lowest Price Technically Acceptable (LPTA) selection process. The Army is required to provide a course of financial counseling and training on each installation. The Chaplain Corps organizes and sponsors financial stewardship education which is based on spiritual fitness principles and is not unique to a single faith tradition. This training is required to educate Soldiers on their financial responsibilities to themselves, their Family, and their creditors. Description of Requirement: The Contractor, as an independent Contractor and not as an agent of the Government, shall furnish all necessary materials to provide non-denominational military financial stewardship training administered through DVD multimedia classes in conjunction with in-class and take home workbook instruction. Please see the attached Product Specification for further details. Instructions for Offerors: Offerors shall submit priced proposal in accordance with the structure below. Partial quotes will not be evaluated by the Government. Award will be made to the acceptable offeror with the lowest evaluated price, which is deemed responsible in accordance with the FAR and whose proposal conforms to the solicitation requirements. CLIN 0001 Military Stewardship Multimedia Financial Training The Contractor shall provide military oriented financial stewardship training. SUBMISSION PROCEDURES: ALL QUESTIONS MUST BE SUBMITTED no later than 9:00 AM (PDT), 22 September 2017. Please submit questions to SSG Surla, Justino R. via email at justino.r.surla.mil@mail.mil. ALL Firm-Fixed Price (FFP) proposals must be signed, dated, and received by 9:00 AM (PDT), 25 September 2017 via email to SSG Surla, Justino R., at the following email: justino.r.surla.mil@mail.mil. Submission of Quotes: Offerors shall complete and submit pages 1-3 of the SF1449 of this announcement in one (1) Adobe Portable Document (.pdf) or compatible format, which will enable the Government to view the quotes electronically. Complete SF 1449 Blocks: •12 - Discount Terms •17a - Contractor/Offeror (include DUNS number, CAGE Code, and Tax ID number and address), •17b - If there is a different address, •30a - Signature of Offeror (original signature required), •30b - Printed name and title of signer, and •30c - Date signed. Amendment of Solicitation. Acknowledge any amendments to the RFQ in accordance with the instructions on the SF 30, if applicable. Acknowledge by completing Blocks: •8 - Name and Address of Offeror, •15a - Printed name and title of signer, •15b - Signature of Offeror (original signature required), and •15c - Date signed and by submitting a signed copy of page 1 of the SF 30. The Supply/Service Schedule shall be submitted fully completed and error free. Provide unit price, Contract Line Item Number (CLIN) total amount, and the total estimated quote price. Represent all final monetary extensions in two (2) decimal positions only. •Example: $5.27, not $5.27458. Unit price and extended price cannot be left blank; indicate your intent to not charge a specific CLIN by writing the unit price as $0.00 and total/estimated amount as $0.00. All CLINs are firm-fixed price items and each individual CLIN must be separately priced. Identifying a CLIN price as "included with" another CLIN (e.g. combining pricing for two or more CLINs into one CLIN) is not permitted. Any offer with this pricing structure will not be considered. All quotations from responsible sources will be considered. Vendors who are not registered in the System for Award Management (SAM) database prior to award will not be considered.
