B-2 Flexible Shaft Assembly SOURCES SOUGHT SYNOPSIS: Notice Type: Sources Sought Synopsis: 1. NOTICE: This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only. 1.1 The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 541330 which has a corresponding Size standard of $38.5M. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. 2. Program Details: The 419th SCMA/GUEA is tasked with sustainment of Secondary Power Systems. The Government is preparing to issue an engineering services contract for flexible shaft assembly on the B-2 aircraft. The services required will be to analyze the latest un-fielded design, test for vibration related issues, perform design work, provide test articles, and a host of other activities in support of operational support of a recently redesigned shaft. The current flexible shaft design is proprietary to UTC Aerospace Systems. They have a requirement to operate at a certain degree of misalignment with large loads at high speeds. There is a certain amount of proprietary data involved with mating parts that may have to be obtained by the contractor depending upon the support required. The work required for this contract should be by a qualified source which has experience in manufacturing, testing, and design of flexible aircraft shafts. The design of flexible shafts at the required loads and speeds and possible misalignment is very complex. Further details of the performance requirements will be addressed in a Statement of Objectives. Name of Known Source(s) CAGE Code: UTAS, Power Transmission Systems, 99551 3. The Government requests interested parties to submit a brief statement and provide demonstrated experience and knowledge associated tasks and capabilities. If any interested source is not currently an Approved Source and any interested sources that have provided a similar item or this exact item for other government agencies, for this specific equipment, must submit a Source Approval Request (SAR). SAR requirements can be obtained from 419 SCMS/CL Hill AFB, UT 84056. Non-Technical Questions: 1.
