Description
The Bureau of Prisons (Bureau) is currently examining alternative procurement methods for Residential Reentry Center services to include In-House services, Day Reporting services and Home Confinement Services. One option that is currently being examined is to solicit for all services under one procurement for large geographic areas (e.g. judicial district, state, or region), and to require that the successful offeror provide all services within the specified geographic area. The Bureau recognizes that a solicitation of this nature may result in several variations for example: One version may have a centralized Residential Reentry Center with several Day Reporting Centers spread throughout the geographic area and further stand-alone home confinement monitors who work out of their homes to provide services for the entire area of the solicitation. Individuals may be placed in any of the three components upon arrival but the ordinary path may be to be placed in the centralized RRC first, then stepped down to Day Reporting Center and finally to more traditional home confinement as part of their individualized program planning. Another scenario may have multiple Residential Reentry Centers in the geographic area which further provide Day Reporting Center and home confinement services and monitoring. As part of our examining this particular method of procurement for these services, the Bureau would like input from providers of services in the community as to the feasibility of this. Please provide responses to the following questions: Please describe your experience in providing Residential Reentry Center Services? Please describe your experience in providing Day Reporting Center Services? Please describe your experience in providing Home Confinement monitoring? Describe your capability to provide all three types of services simultaneously? Describe what subcontracting resources and/or teaming arrangements you would pursue in order to provide all three types of services simultaneously over a large geographic area? If the Bureau were to issue a solicitation for reentry services covering an entire state, describe how and to what extent you would make use of in-house residential reentry centers, day reporting centers and home confinement to perform the requirement in a manner that is cost effective. Which of the three models would you make most use of and how would integrate the three models? Based on your industry expertise, do you think this type of procurement is feasible? If so, which type (judicial district, state or regional) would be most beneficial? Do you feel it would be difficult to find a suitable location for a program of this magnitude? If so, explain in detail why it would be difficult. Are there any ordinances/restrictions that would prohibit or considerably slow down the procurement process for this procurement method? Are there any zoning issues that prohibit or would slow down the procurement process for this procurement method? Are there any known judicial district, state, or regional concerns in relation to providing this type of multi-service procurement? Are there judicial district, state or regional environmental issues/concerns with this type of procurement? Are there innovations in providing this type of service that the BOP could benefit from and if so, what are they?
