Description
F-16 & B-2 Accessory Gearbox SOURCES SOUGHT SYNOPSIS: Notice Type: Sources Sought Synopsis: 1. NOTICE: This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only. 1.1 The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 541330 Engineering Services which has a corresponding Size standard of $38.5M. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. 2. Program Details: The 419th SCMA/GUEA is tasked with sustainment of Secondary Power Systems. The Government is preparing to issue an engineering services contract for Secondary Power Systems. These services will include part redesigns, investigation support, engineering inquiries, and general engineering services in support of operations and maintenance. It will include the following weapon systems: F-16 & B-2 Accessory Gearboxes and other potential platforms including other defense agencies. The existing Secondary Power Systems designs are proprietary to UTC. They have many different requirements based upon the associated weapon system. There may be proprietary data involved with mating components which could need to be obtained by the contractor depending upon the support required. The work required for this contract should be by a qualified source which has experience in manufacturing, testing, and design of aircraft secondary power systems. They will also be required to have proprietary data, test capabilities, airworthiness certification experience, and a host of other aerospace related activities. The design of this hardware is very complex and the highest engineering standards will be sought. Further details of the performance requirements will be addressed in a Statement of Objectives. The Government requests interested parties to submit a brief statement and provide demonstrated experience and knowledge associated tasks and capabilities. If any interested source is not currently an Approved Source and any interested sources that have provided a similar item or this exact item for other government agencies, for this specific equipment, must submit a Source Approval Request (SAR). SAR requirements can be obtained from 419 SCMS/CL Hill AFB, UT 84056. Non-Technical Questions: 1. If you are a small business, would your company provide services of its own or would it provide services via another small business. 8. Discuss any concerns you may have with our requirement or how you would be able to provide the service. 9. Are there other NAICS codes which are more appropriate which you could suggest?
