Description

The South Texas Veterans Health Care System (STVHCS), located at 7400 Merton Minter, San Antonio, Texas 78229, is seeking Service Disabled Veteran Owned Small Business (SDVOSB) or Veteran Owned Small Business (VOSB) sources capable of meeting the requirement listed below. The acquisition will be accomplished using procedures in accordance with FAR Part 13. NOTE: TO QUALIFY SDVOSB AND VOSB VENDORS MUST BE CERTIFIED IN THE VA VENDOR INFORMATION PAGES (VIP) DATABASE. The North American Industry Classification System (NAICS) is 511210. Any SDVOSB or VOSB firms who wish to identify their interests and capability to provide this product must provide product specifications, performance and delivery information by notifying the Contract Specialist no later than NOON PM Central Time, September 27, 2017. In accordance with the Federal Acquisition Regulation, responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this Notice. SCOPE: PURPOSE The purpose for obtaining the ROCHE COBAS IT1000 Cobas IT1000 software technology is to connect multiple devices to one data manager. The ROCHE COBAS IT1000 software enables review and release of patient results to the LIS directly from each unit. It allows the ability to manage, update, review and troubleshoot quality control results, operator and device issues remotely. Currently RALS-Allere Web3 is utilized for glucometers and the purpose of this requirement is to add the ROCHE COBAS IT1000 -Hemacron interface. SCOPE OF WORK The ROCHE COBAS IT1000 Software Technology System (STS) License Agreement is part of the point of care testing connectivity software that is used to post patient test results to the electronic patient record (VISTA/CPRS). This software allows the end user to  monitor tests done at the point of care and to meet numerous accreditation requirements for laboratory tests performed at the STVHCS. LOCATION This module is specific for instrumentation used for ACT testing on the Hemacron performed in the Cardiac Cath, CVOR, and Anesthesia Laboratory departments. PERIOD OF PERFORMANCE The software license agreement ensures a continuity of services for this medical center utilizing the same server which is part of this contract. The term of this license agreement shall commence as of the license effective date and shall remain in effect as long as the STS is licensed hereunder. The term of each license granted hereunder shall remain in effect for duration of the purchase order. The Technology License includes service, support, updates and hardware maintenance. The supply of ROCHE COBAS IT1000 -Freedom for the use by Customer is governed by the terms and conditions of the ROCHE COBAS IT1000 Software Technology System License Agreement. DELIVERABLES/SUPPLIES The contractor shall provide the ROCHE COBAS IT1000 -Freedom Hemacron devices module and interfacing and download sites to include: 1. Software Components: ROCHE COBAS IT1000 -interface for the Hemacron ROCHE COBAS IT1000 -LIS HL7 Interface (LIS is VistA). ROCHE COBAS IT1000 Remote Connect (RRC), if applicable Other third party software, depending on system specifications. 2. Other Components: ROCHE COBAS IT1000 User Documentation will be provided in the current medium. Standard Training, instruction and consultation for the Customer required for the use of the ROCHE COBAS IT1000 STS. 3. Hardware Components Provided by Alere Informatics Inc. ROCHE COBAS IT1000 Dataports if applicable Information Management System 4. Standard training, instruction, and consultation for the customer required for the use of the ROCHE COBAS IT1000 STS. CONFORMANCE STANDARDS: The contractor s performance must be in compliance with all applicable state, federal and local laws and regulations. HOURS OF WORK: The Warranty is in effect for the entire duration of the contract. The contractor provides 24 hour, 7 days a week Technical Support. PREVENTATIVE MAINTENANCE: 1. The Contractor shall provide free upgrades at no cost to the medical center 2. The Contractor provides documentation of services performed. EMERGENCY REPAIR SERVICE: 24 hour, 7 days a week Technical Support. PARTS The contractor shall furnish all parts as described in the Scope of Work section as covered by this contract, in accordance with the Conformance Standards Section (section II). The COR and the Contractor will assure that: No other information except what is in this contract will be shared with the contractor in any follow up communication. NO VA DATA OF ANY TYPE SHALL BE TRANSFERRED FROM THE VA. The vendor will not have remote access to complete the repair(s) and preventive maintenance. ALL DATA AND ELECTRONIC MEDIA WILL NOT LEAVE THE VA. All hard drives will not leave the VA. Records Management: All records (administrative and program specific) created during the period of the contract belong to STVHCS and must be returned to STVHCS at the end of the contract.
