- THIS PRESOLICITATION SYNOPSIS IS FOR PLANNING PURPOSES ONLY. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT TO AWARD A CONTRACT FROM THIS ANNOUNCEMENT. THIS PRESOLICITATION SYNOPSIS SUPPLEMENTS THE SOURCES SOUGHT POSTED ON 13 JUNE 2017 (N00024-17-R-4325). ALL RESPONSIBLE SOURCES MAY SUBMIT A BID, PROPOSAL, OR QUOTATION WHICH SHALL BE CONSIDERED BY THE AGENCY. The Naval Sea Systems Command (NAVSEA) intends to issue solicitation N00024-17-R-4325 for the procurement of maintenance and modernization of Littoral Combat Ships (LCS) homeported in San Diego, CA. The Navy intends to award Multiple Award - Indefinite Delivery Indefinite Quantity Contracts (MAC-IDIQ's) for the execution of LCS maintenance that will include: Selected Restricted Availabilities (SRAs), Drydocking Selected Restricted Availabilities (DSRAs), Continuous Maintenance Availabilities (CMAVs), unscheduled maintenance availabilities, Emergent Maintenance for within the continental United States (CONUS) and all Outside the Continental United States (OCONUS). The Navy intends to award two tiers of MAC-IDIQ. MAC I (BIG MAC) will be for all work both CONUS and OCONUS. MAC II (LITTLE MAC) will be for CONUS only Preventative/Planned Maintenance Availabilities (PMAVs), Facility Maintenance (FM), and Corrosion Control (CC). The MAC-IDIQ's will have an ordering period of five (5) years. Based on the results of the Sources Sought Notice, market research, and the Industry Day conducted on 29 June 2017, the Government has determined the MAC I requirements will be procured via full and open competition and the MAC II requirements will be set-aside for small business. The cognizant Small Business Office concurred with this decision on 5 Sept 2017, via the Small Business Coordination Record, DD2579. It is anticipated that the solicitation will be available on the FedBizOpps website at www.fbo.gov in October 2017 and will be open for a minimum of 30 days. The anticipated award is targeted for April 2018.
